In the 1990s many emerging economies in Central Europe and Latin America initiated their pension reforms. While most analysis to date has focused on the accumulation phase, there are a number of lessons to be shared as countries start to prepare the retirement options for their contributors, with this book addressing these issues from a public policy perspective.

Developing Annuities Markets: The Experience of Chile is part of a multicountry World Bank project analyzing the market for retirement products. Among countries that have reformed their pension systems since the early 1990s, the Chilean case has emerged as the most relevant for drawing policy lessons on the role of the private sector in the provision of retirement income for two reasons: the depth, sophistication, and efficiency of the country's retirement products market, and the fact that this market was successfully developed from scratch by a middle-income country. The book examines in det.

Bulgaria’s financial stability was shaken in 2014 by the collapse of the system’s fourth largest bank due to fraud and insider abuse. The failure raised questions about the viability of other banks, which subsequently experienced deposit outflows, and raised concerns about the supervision by the Bulgarian National Bank (BNB). To restore credibility, the authorities—in addition to requesting this Financial Sector Assessment (FSAP)—conducted an asset quality review (AQR) for banks and nonbanks, and initiated reforms to BNB supervision and introduced a new bank resolution function. Following the 2014 bank collapse, the financial system stabilized, reflecting the significant capital and liquidity buffers and the presence of large foreign-owned institutions. Nevertheless, risks remain, including for some banks that showed weakness in the authorities’ AQR and stress test, and for the system because of high nonperforming loans (NPLs). The Currency Board Arrangement (CBA) has contributed to stability, though it constrains the BNB’s ability to provide lender-of-last-resort liquidity in times of financial stress.

The dynamics of a global economy is being reshaped by the economic emergence of two Asian giants, China and India. How the world's two most populous countries manage globalization as they pursue economic reform and liberalization will impact significantly their societies, the rest of Asia, and the world. This book brings together articles by first rate scholars of China and India to share and discuss their research findings in four areas: Challenges, Opportunities and Responses to Globalization; Social Security and Governance; National Security in the age of Globalization; and Ethnicity and Identity in the New World. The book includes an opening address by Singapore's Minister Mentor Lee Kuan Yew, from his speech on ?Managing Globalization: Lessons from China and India?, delivered at the official opening of the Lee Kuan Yew School of Public Policy on 4 April 2005.

Presented in nontechnical terms, this book offers a unique and powerful conceptual framework for analysis of energy technologies (standard and alternative) in terms of their respective dollar costs, environmental costs, and national security costs. Energy technologies examined include coal, nuclear, oil, natural gas, solar, wind, geothermal, hydropower, biomass and biogas, energy conservation and efficiency, ocean power, hydrogen, electric power and transmission, and transportation. This three-point framework allows examination of issues and problems associated with implementation of U.S. energy policies in the context of major social goals (such as growth and equity), with treatment of conflicts and trade-offs between energy development and other social values (such as health and safety, cultural, historical, and aesthetic values). These are the key political issues for policy makers formulating national energy policy and decisions makers implementing it.

The past decade has brought an increasing recognition to the importance of pension systems to the economic stability of nations and the security of their aging populations. This report attempts to explain current policy thinking and update the World Bank's perspective on pension reform. This book incorporates lessons learned from recent Bank experiences and research that have significantly increased knowledge and insight regarding how best to proceed in the future. The book has a comprehensive introduction and two main parts. Part I presents the conceptual underpinnings for the Bank's thinking on pension systems and reforms, including structure of Bank lending in this area. Part II highlights key design and implementation issues where it signals areas of confidence and areas for further research and experience, and includes a section on regional reform experiences, including Latin American and Europe and Central Asia.
