In 2003, the United Nations adopted a common rights-based approach to development in their efforts to promote an international standard of human rights throughout the world. The approach emphasizes economic, social, and cultural rights, but plays down the role of civil and political rights in development. Intergovernmental and non-governmental agencies operate only at the invitation and sufferance of their hosts, and states retain full sovereignty and control over their territory; and the direct promotion of civil and political rights by foreign organizations has seemed beyond the ability of multilateral development agencies. But as Development and Human Rights shows, UN agencies have begun to take on a remarkable set of development priorities that, while carefully circumscribed and defined, constitute greater involvement in a state's internal affairs than anyone would have considered in the past. In this book, Joel E. Oestreich presents the first full-length study of how international agencies evaluate the rights situation in a single country, and the first study to look at both the good and the bad in a rights-based approach. It looks particularly at the human rights challenges faced in India, considering the work of five UN agencies: UNICEF, the UN Development Programme, the World Bank, the UN Fund for Population Activities, and UN Women. Over the course of the book, Oestreich summarizes how the UN navigates this difficult political terrain, and how effectively these policies are being implemented. Development and Human Rights ultimately considers how rights-based approaches fit in the traditional discourse on human rights, and the ability of these agencies to initiate meaningful change on state behavior in the rights arena.

Five case studies on mitigation actions (MAs) in developing countries illustrate the rich diversity of climate action. Researchers from Brazil, Chile, Colombia, Peru and South Africa reflect on what is possible in their countries. Case studies reflect the sheer diversity of NAMAs: from a ‘Pronami’ on efficient lighting in Peru, to longer-term challenges of rising energy emissions in Brazil, and much else. The book compares the similarities and differences across eight elements that could assist in developing and implementing mitigation. The comparative analysis highlights both how challenging implementation can be in the context of development, but also points to factors that might enable ambitious mitigation. The comparison suggests that choice of Mas may be linked to institutional capacity, the resources a country is endowed with and hence its emissions profile. International support can be an important global enabler. The authors find that addressing both development and climate objectives is key. This book fills an important gap in the literature from developing country authors about mitigation actions in their own countries. This book was published as a special issue of Climate and Development.

Open government is a powerful catalyst for driving democracy, public trust, and inclusive growth. In recognition of this, the OECD Council adopted the Recommendation on Open Government in 2017. To date, it remains the first - and only - internationally recognised legal instrument on open government and has guided many countries in designing and implementing their open government agendas. This report takes stock of countries' implementation of the Recommendation, its dissemination, and its ongoing significance. It is based on an OECD survey carried out in 2020/2021 among all countries that adhered to the Recommendation and other partner countries, as well as on further data collected through a perception survey with delegates to the OECD Working Party on Open Government.
