Young people in sub-Saharan Africa are growing up in rapidly changing social and economic environments which produce high levels of un- and underemployment. Job creation through entrepreneurship is currently being promoted by international organizations, governments and NGOs as a key solution, despite there being a dearth of knowledge about youth entrepreneurship in an African context. This book makes an important contribution by exploring the nature of youth entrepreneurship in Ghana, Uganda and Zambia. It provides new insights into conceptual and methodological discussions of youth entrepreneurship as well as presenting original empirical data. Drawing on quantitative and qualitative research, conducted under the auspices of a collaborative, interdisciplinary and comparative research project, it highlights the opportunities and challenges young people face in setting up and running businesses. Divided into a number of clear sections, each with its own introduction and conclusion, the book considers the nature of youth entrepreneurship at the national level, in both urban and rural areas, in specific sectors - including mobile telephony, mining, handicrafts and tourism - and analyses how key factors, such as microfinance, social capital and entrepreneurship education, affect youth entrepreneurship. New light is shed on the multi-faceted nature of youth entrepreneurship and a convincing case is presented for a more nuanced understanding of the term entrepreneurship and the situation faced by many African youth today. Africa is not only the poorest and most rural continent, it is also the most youthful continent in terms of population. Given the large number of young job seekers that will enter the labor market over the next decade, we need a better understanding of rural non-farm entrepreneurship, particularly with regard to the role of young adults in this sector. This paper contributes to the literature by providing empirical evidence on (i) the prevalence of enterprises operated by young adults and the contribution they make to rural household income, the (ii) determinants of enterprise operation, and (iii) labor productivity in enterprises operated by young owners. Using the World Bank's recent LSMS-ISA database that covers six countries in Sub-Saharan African, we find that young adults present a lower share of enterprise owners and derive less income from it. Using a Heckman selection model and panel data analysis, we further find that young household head have a lower likelihood of operating and enterprise and if they operate one, these enterprises are less productive than those of older adults. We conclude that policies to support young entrepreneurs in rural Africa should not only focus on creating conditions that attract young adults to start enterprises, but to also enable young entrepreneurs to improve productivity in already existing enterprises. If these enterprises grow and survive, they can provide a part of the growing number of non-farm jobs that will be needed in Africa's rural areas.

Given the current, global, economic situation, the status of youth entrepreneurship in South Africa is no different to that of the youth in other countries. Sub-Saharan Africa's rural population is growing rapidly, and more young people are entering the labour market every year. This raises serious policy questions. Can rural economies absorb enough job seekers? Could better-educated youth transform Africa's rural economies by adopting new technologies and starting businesses? Are policymakers responding to the youth employment challenge? Or will there be widespread unemployment, social instability, and an exodus to cities and abroad? Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.
