Excerpt from Yearbook of the Bureau of Mines, 1916 Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have. Been largely abolished, the mining public has been brought to recog nize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. T he people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too low a proportion of the metals sought. Excerpt from Annual Report of the Department of Mines: For the Year Ending, June 30, 1916 To His Excellency, Henry Drury Hatfield, Governor of West Virginia. Sir: - I herewith submit to you my annual report for the year ending June 30, 1916, this being my third annual report of the Department of Mines and the thirty-fourth annual report upon the condition of the coal mines within this State. During this year the conditions in the coal industry of the State have exceeded by far the conditions in any previous year, and are very gratifying. The production of both coal and coke have been materially increased, as has also been the average number of days worked in both industries. The following will give the increase in tonnage of both coal and coke together with the percentage of increase: The production of coal for the year covered by this report has increased 15, 493,612 gross tons over the year 1915, as you will note from the figures above. The production of coke during the same period has increased 854,628 net tons he previous year. These increases are very gratifying to this department and shows that the high quality of West Virginia coal is being recognized by purchasers of fuel everywhere. West Virginia is handicapped by the distance from the coal markets of the country, and this, added to the difficulty of transportation, clearly demonstrates the superior quality of the coal in this State as compared with its more favored competitors in other States. The Legislature of 1915 re-enacted the mining laws of this State, and in doing so provided for three additional inspectors, making fifteen in all. This required the redistricting of the State into fifteen inspection districts and the appointment of three additional inspectors. Complying with this law the State was divided into fifteen inspection districts comprised of the following: 1st District Counties of Tucker, Monongalia (part), Preston (part), Mineral and Grant.
