Body of the letter and signature in the hand of Robert Pemberton, Knox's aide. Discusses surveys that Sargent requested and where they should be deposited. Notes he has not seen Captain Hutchins yet to discuss the survey of the 5th range. States that Board of Treasury is of the opinion the surveys should be delivered to Hutchins since he was the principal in the business and that Knox agrees with them. Mentions [Major William] North's resignation from the Office of Inspectors, noting that it has not taken affect yet due to the recent raising of troops. Mentions the irregular Congressional meetings and that nine of the states recently met and discussed the [Constitutional] Convention being held in May at Philadelphia. Noted as a copy on the docket.

Notes that he received correspondence from Knox. Writes, ...before I opened it repaired to a club which is established here for hearing news, smoking tobacco, & drinking grogg. As there were antifederalists in this body, I thought the paragraphs in you letter respecting Sam Adams might be read with good effect... Relates that he had hoped Massachusetts would ratify the Constitution by a greater majority. Reports that Anti-Federalists in New York are preparing for the New York ratification convention. Complains that Governor George Clinton fills up every post with vagabonds... the Centinel... and other publications against the Constitution are scattered all over the County, while the federalist remains at New York, & not a single piece (of which there are many more intelligible to the common people) is sent abroad. Though the docket dates this letter to February 13, 1787, the content clearly indicates that the year is 1788.

Informs Doughty that he will help with procuring subsistence for the troops. Does not believe recruiting service will begin in New York as its quota numbers are deficient. The contracts of Morris and Wadsworth are ending as Congress is not happy with the proposals. Agrees with Doughty, who is in favor of a national force, as he expects every evil that can be produced from Anarchy. Also notes that Congress have had but for a very little time nine States. Therefore nothing has been concluded on respecting higher pay for the Artillery than the Infantry. Mentions supplying artillery pieces and stores necessary for the western country and states he will have to submit estimates to the Board of Treasury, as they hold the purse strings. Ends by stating, The disturbances in Massachusetts have pretty nearly subsided - the Courts of Justice are now trying such of the captured culprits as appear to be most criminal, referring to the end of Shays' Rebellion.
