Discusses William North's retracted resignation of the office of Inspector General, which Sargent was to have taken over as North's replacement. Expresses his embarrassment over this as everyone thought he would receive the appointment until North decided not to resign. To have told me absolutely that he would not continue in the office - & inform'd a number of my friends that he had resigned in my favor, & to resume it (thereby apparently displacing me at his own Pleasure) more than a little mortifies me. Notes that he received correspondence from Knox. Writes, ...before I opened it repaired to a club which is established here for hearing news, smoking tobacco, & drinking grogg. As there were antifederalists in this body, I thought the paragraphs in you letter respecting Sam Adams might be read with good effect... Relates that he had hoped Massachusetts would ratify the Constitution by a greater majority. Reports that Anti-Federalists in New York are preparing for the New York ratification convention. Complains that Governor George Clinton fills up every post with vagabonds... the Centinel... and other publications against the Constitution are scattered all over the County, while the federalist remains at New York, & not a single piece (of which there are many more intelligible to the common people) is sent abroad. Though the docket dates this letter to February 13, 1787, the content clearly indicates that the year is 1788.

Confirms that he well send subsequent letters to Knox at his lodgings at Samuel Ogden's home.

States that he is mortified that Sargent declined the office of Adjutant and Inspector General. He does not know who will be appointed. Discusses Arthur St. Clair, the governor of the Northwest territory. Writes, When I last saw the governor, he seemed undecided whether he should return until the fall - but I hope he will as his stay here will excite disa[illegible] sensations in the minds of some people. Also talks about officers who lost their horses in action at the Battle of Wabash (St. Claire's defeat, 4 November 1791) and have not been compensated yet. The last page is a later copy of the original. On this copied page, Knox discusses some pay and promotion issues, the situation in France, and the New York state governor's election. You will see by the paper that the devil is to pay in France. No subordination - all confusion. It is to be hoped, however, they will soon restore order. In New York they are all mad - part for Clinton - part for Jay - the ferment has run pretty high, but it is to be hoped is subsiding. Ends by stating that the Indian War is causing him much reproach and he would like to see it ended.

Mentions the irregular Congressional meetings and that nine of the states recently met and discussed the [Constitutional] Convention being held in May at Philadelphia. Noted as a copy on the docket.
