This paper analyzes whether the United States Navy's vision of Sea Power 21 can support the Major Combat Operations Joint Operating Concept (MCO JOC). The analysis focuses on whether Sea Power 21 and the pillars thereof (ForceNet, Sea Strike, Sea Shield, and Sea Basing) support the specified tasks of the MCO JOC Functional Area Capabilities to include Command and Control Capabilities, Battlespace Awareness Capabilities, Force Application Capabilities, Focused Logistics Capabilities, and Protection Capabilities. The analysis concludes that Sea Power 21 and its supporting pillars lack the doctrinal backing to support the MCO JOC. Recommendations include crafting Sea Power 21 as a joint endeavor as well as developing coordinating Sea Power 21 doctrine to support future joint warfighting.

This study examines naval special warfare (NSW) contribution to global joint operations in support of Sea Power 21, the US Navy transformational vision for the twenty-first century. The analysis addresses how NSW recent force transformation has improved its war-fighting functions and allows for traditional and emerging missions to be integrated within the context of Sea Power 21. As the framework for analysis, this study also examines NSW history, missions, and role in maritime special operations as it applies to today contemporary operating environment. The study concludes that NSW must continue to take advantage of the US Navy commitment to support joint warfare, to include special operations. Sea Power 21 enables NSW to capitalize on naval war-fighting capabilities and thus enhance its ability to introduce combat power, move to and strike quickly in a crisis area, and effectively shape the battle space. To maintain the most capable war-fighting forces, NSW must continue to develop future mission needs statements based on tomorrow enemy and operating environment, continuing to commit monetary resources to the research, development, and acquisition of the next generation of personnel, equipment, and surface and subsurface combatant craft.

The United States must operate successfully in space to help assure its security and economic well being. The Department of the Navy is a major user of space capabilities, although those capabilities are now primarily provided by DOD, the Air Force, and NOAA. Following a DOD assessment of national space security management in 2001, the Navy commissioned a Panel to Review Space to assess Navy space policy and strategy. As an extension of that review, the NRC was requested by the Navy to examine its needs in space for providing future operational and technical capabilities. This report presents a discussion of the strategic framework of future space needs, the roles and responsibilities for meeting those needs, an assessment of Navy support to space mission areas, and a proposed vision for fulfilling Naval forces space needs.

The Department of the Navy's strategic vision, Sea Power 21, fails to address adequately America's future power projection and forcible entry requirements; thus, it will not effectively counter the People's Liberation Army in a 2020 maritime conflict across the Taiwan Straits. At present, America's maritime and forcible entry capabilities are based on legacy systems and ambiguous judgments with respect to the future. Future force requirements, however, will never be realistically achieved unless there is a reasonable sense of the nation's future military adversaries. To focus the nation's maritime requirements, a Sino-American conflict over Taiwan is considered. Concluding that China is seriously considering the employment of military force against Taiwan, and that America's counter-action will be the employment of military force, this paper initially focuses on anticipating the People's Republic of China's (PRC) future capabilities to successfully seize Taiwan. With the PRC's military capabilities forecasted, the paper then presents a viable 2020 war scenario: China's use of force to seize Taiwan and America's military response to prevent it. From this analysis, the paper identifies and comments on America's future maritime power projection and forcible entry requirements. (30 refs.).
