This book documents the growing mobility of international students in the Asia Pacific. International students comprise over 2.7m students and it is estimated by the OECD that this will top 8 million in 2020. The great majority of them are students from the Asian countries who study in the Europe, North America and Asia. In addition countries such as Singapore, Malaysia and Hong Kong are becoming “education hubs” and are proposing to attract international students. Over 42% of international students come from Asia and this is predicted to continue with the strong presence of students from China, India, Korea and Japan continuing. A younger population, a growing middle class and shortages of quality education providers in the Asia Pacific region means that this mobility will be a feature of the future. This book explores questions around the mobility of international students in the context of the global economy and an increasingly competitive trans-national education market. It also explores questions about the experience of international students principally from the Asia Pacific region at a time of increased global insecurity and growing hostile reactions to foreigners in the post September 11th era. This book emerges from empirical work from several research projects funded by the World Bank and several community projects to support international students. The focus is also on the way in which student mobility promotes growing connection within the Asia Pacific, as well as other regions, and provides the foundations for new notions of global citizenships.

This report presents findings from a survey of international students who started a course of study in Australia in 2000. The survey was completed by nearly 2,000 students from 82 countries enrolled with 66 Australian education providers. The questionnaire asked about sources of information on study in Australia that students used in making decisions on overseas study and factors that were important in their choice of Australia as a study destination and their choice of education provider. The survey also asked about students ̉experience of and satisfaction with the process of obtaining a visa, their plans regarding work and expenditure in Australia and their plans for future study.

In light of the benefits associated with the internationalization of higher education, multiple universities, states, and countries have made it a strategic imperative to attract international students "in pursuit of development, growth, and sustainability" (Ross et al., 2013, p. 219). Despite the growing numbers of internationally mobile tertiary students, and of international students coming to the U.S. to pursue their higher education, researchers concur that we still know very little about the college choice process of international students. The purpose of the study was to identify the factors affecting international undergraduate students' process of college selection at the information gathering stage, as well as the factors that influence their ultimate decision to enroll at a particular higher education institution. The main findings of this study align with the existing research on the college choice process. They suggest that the selection of a higher education institution is similar to purchasing a high-involvement, high-investment, and high-risk service and represents a complex, multi-stage process that with various factors influencing students' decisions at its every step. International prospective students face an even greater challenge as they are deciding on the destination country of their school as well. Researchers have identified a relatively consistent set of institutional characteristics that affects students' college choice: institutional rankings and reputation, availability of desired course, program reputation, costs of attendance, facilities, and location, to name a few (Hemsley-Brown & Oplatka, 2015; Ortiz, 2015; Han, 2014; Obermeit, 2012; Rudd et al., 2012; Szekeres, 2010). This study confirmed that, depending on individual students' characteristics, such as country of origin, source of funding and program of study, various groups of prospective international undergraduate students experience different influences and are affected by different factors as they inquire about, research, and evaluate their college options. However, cost of study, program availability, and country of origin emerged as the underlining factors in international student college selection. The results of this study point out to the feasibility of student segmentation for effective marketing of higher education institutions based on various qualities relevant to different student populations (Han, 2014; Hobsons, 2014; Choudaha et al., 2012). In addition, the present study highlights the importance of broader internationalization efforts of colleges and universities, namely exchange programs and partnerships, in increasing institutional reputation and visibility, which, in turn, are seen as the main sources for attracting more international students to their campuses.

The increasing globalisation and interdependence of world economies, and the revolution in ICTs (information and communication technologies) have made it imperative for universities to be truly international in character and outlook. The result of this study on the Australian educational scenario has revealed that internationalisation of higher education is a complex, multidimensional and often fragmented process that includes different rationales varying greatly according to cultural and economic insights: it ranges from international research collaboration, to horizontal mobility for both international and national students as well as a focus on a more interdisciplinary and international curricula. Overall, by comparison with the other Anglo-Saxon countries, the results of this study have shown that the development of internationalisation in higher education in Australia has three peculiar features: the first is the unambiguously commercial nature, according to which innovative strategies (such as a proper destination branding borrowed from the tourism industry) were put in place through promotional recruiting agencies abroad and other national entities that sponsored a massive participation in student recruitment fairs. Secondly, there was an exponential market growth of non-academic student servicing, which surpassed academic and research capacity: as a result of this marketing and recruitment as well as complimentary services are managed by commercial companies associated with the university. The third and final feature specific to Australia is its ability to be a pioneer in the provision of educational opportunities overseas through the development of offshore campuses
