Major societal challenges of a global nature include climate change, efficient energy supply, environmental sustainability, and health care. Science & Technology Policy (S&T) policy is an essential contributor to dealing with these challenges; moreover, international cooperation and collaboration in S&T is vital to tackling these issues, since no single nation or even region is able to respond adequately by itself. Within this context, this book addresses recent developments in transatlantic S&T cooperation between the European Union and the United States. The EU-U.S. relationship dates back to the 1950s, with regular EU-U.S. Summits to assess and develop transatlantic cooperation. In the area of S&T, the EU and U.S. concluded an S&T Cooperation Agreement in 1998, renewed it in 2004, and extended it for another five years in July 2009. The research underlying this study is based on interviews with key stakeholders in the field, with an emphasis on: • potential new opportunities and new mechanisms for increased transatlantic EU – U.S. S&T cooperation under current conditions • examples of coordinated “science diplomacy” efforts • options for the development of effective joint efforts. While the project is focused on European-U.S. relationships, it also addresses issues of international S&T cooperation involving other regions, including Africa and Asia. The author highlights the urgency of S&T cooperation to address global issues, and the evolving roles of government, universities and research centers, and industry, in promoting successful strategies and programs.

The paper analyzes the international context in which negotiations between the European Union and United States on a Transatlantic Trade and Investment Partnership have been launched in July 2013. This context includes both the repeated failures of the Doha Round negotiations as well as the previous attempts and achievements of the European Union and United States to create a transatlantic partnership. The author considers that the current circumstances are more favourable for the successful finalization of the transatlantic partnership but, at the same time, stresses the sensitive issues that may delay or divert the negotiations. The paper concludes that there are many possible immediate positive consequences on economic growth and creation of jobs of the Transatlantic Trade and Investment Partnership as well as a high potential to expand its implementation in North America through NAFTA and in some other countries that have free trade agreements with either the European Union or the United States.

Bush, the events of 11 September, and conflict over Iraq mark genuine and lasting change in transatlantic relations. American and European experts assess transatlantic relations on matters of foreign and security policy, economic diplomacy, justice and internal security cooperation, environmental policy and relations with Russia, the Balkans and the Middle East. The successful conclusion of the US-EU Agreement on Science and Technology Cooperation offers the prospect of a new chapter in transatlantic cooperation. As with any international agreement in science and technology, the accord's full potential will be realized only if it can encourage mutually beneficial cooperation. With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. At the same time, the conference would provide the occasion to review existing and evolving areas of transatlantic cooperation in science and technology from the perception of the United States, the European Commission, and the member states of the European Union.

The conflict in Bosnia, disputes within the new World Trade Organizatiion and debates about NATO enlargement all illustrate a single point: no relationship is more important in determining the state of international relations than the alliance between Europe and America. Contrary to accepted wisdom, John Peterson argues that the end of the Cold War actually enhances the prospects for partnership between the United States and the European Union. Completely updated, this book offers a clear and penetrating analysis of the problems and opportunities facing the transatlantic alliance.
