The essays in this book cover a fast-paced 150 years of Vatican diplomacy, starting from the fall of the Papal States in 1870 to the present day. They trace the transformation of the Vatican from a state like any other to an entity uniquely providing spiritual and moral sustenance in world affairs. In particular, the book details the Holy See’s use of neutrality as a tool and the principal statecraft in its diplomatic portmanteau. This concept of “permanent neutrality,” as codified in the Lateran Treaties of 1929, is a central concept adding to the Vatican's uniqueness and, as a result, the analysis of its policies does not easily fit within standard international relations or foreign policy scholarship. These essays consider in detail the Vatican’s history with “permanent neutrality” and its application in diplomacy toward delicate situations as, for instance, vis a vis Fascist Italy, Nazi Germany, and Imperial Japan, but also in the international relations of the Cold War in debates about nuclear non-proliferation, or outreach toward the third world, including Cuba and Venezuela. The book also considers the ineluctable tension between pastoral teachings and realpolitik, as the church faces a reckoning with its history.

Podejmowane od około 2001 r. próby pociągnięcia do odpowiedzialności międzynarodowych producentów tytoniu za wyroby tytoniowe pochodzące z ich łańcuchów dostaw doprowadziły do zawarcia umów o współpracy z Unią Europejską (UE) i jej państwami członkowskimi. Porozumienia te przyczyniły się do znacznego ograniczenia nielegalnego handlu produktami tytoniowymi w Europie. Dynamika rynku spowodowała jednak zastąpienie produktów tych producentów podobnymi – nielegalnymi wyrobami. W swojej monografii dr Marina Foltea poddała analizie rolę, jaką odegrały porozumienia branżowe w zwalczaniu nielegalnego handlu w UE, jak wygląda rzeczywistość po zawarciu umowy oraz jaka jest i jaka może być w przyszłości rola pozostałych lub podobnych umów na poziomie UE lub państw członkowskich. Wskazując na korzyści dla stron czterech umów branżowych (z Philip Morris International Inc. (PMI) z 9 lipca 2004 r.; z Japan Tobacco International (JTI) z 14 grudnia 2007 r.; z British American Tobacco Holdings (BAT) z 15 lipca 2010 r.; oraz z Imperial Tobacco Limited (ITL) z 27 września 2010 r.), autorka wskazała na ich krytykę oraz ocenę techniczną Komisji Europejskiej. Ramowa konwencja WHO o ograniczeniu użycia tytoniu (FCTC) – zwłaszcza art. 5.3 – i jej późniejszy protokół w sprawie nielegalnego handlu (ITP) miały znaczący wpływ na rozwój współpracy UE i państw członkowskich z legalnym przemysłem tytoniowym. Pojawienie się szeregu nowych instrumentów zwalczania nielegalnego handlu, wymusił przegląd zawartych umów z producentami branży tytoniowej. Dalsze działania zostały określone w unijnej dyrektywie w sprawie wyrobów tytoniowych z 2014 r. Zmiany te rodzą istotne pytania dotyczące dalszych działań: Jaka jest historia i jakie wnioski wyciąga się z umów branżowych? Czy ich korzyści są w pełni uwzględnione w TPD 2014? Czy nadal istnieje możliwość współpracy z legalnym przemysłem tytoniowym i jakie wyzwania należy pokonać w tym obszarze? Analizując obecne trendy dotyczące nielegalnego handlu wyrobami tytoniowymi w Unii Europejskiej, dr Foltea sformułowała zalecenia dotyczące optymalnych relacji między UE a podmiotami z branży przemysłu tytoniowego.

This book looks at the evolution of the role of Europe in US grand strategy, and unpacks how US administrations have instrumentalized this relationship in pursuit of extra-European objectives. The work considers geopolitical pressures in conjunction with leaders’ strategic ideas to provide an account of the evolution of the role of Europe in the context of US grand strategy. Observers generally agree on the vague notion that Europe has been de-prioritized in Washington’s external affairs. Against this background, the book makes the case that such de-prioritization of Europe in the context of US grand strategy also entails a reconceptualization of the transatlantic relationship, namely as a region featuring long-standing relationships that can at times be leveraged in pursuit of non-European goals. The United States has a long history of seeking European support or acquiescence for its role as the leader of the international system, but whereas during the Cold War Washington enlisted its European allies in a grand strategic struggle against a European power, more recently, it has sought to enlist European allies in extra-European struggles of different types. Thinking about the role of Europe in US grand strategy now requires new theoretical and empirical tools that allow for the recognition of this very fact. Accordingly, this book proposes that strategic ideas on the viability of international cooperation held within the White House crucially shape what – if any -- type of support the United States seeks from Europe on the global stage. In doing so, the book adds important nuance to other accounts proclaiming either the proverbial death of the transatlantic relationship or the eternal and unchanging nature thereof. When mass protests erupted in Algeria in 2019, on a scale unseen anywhere in the region since the Arab Spring, the outside world was taken by surprise. Algeria had been largely unaffected by the turmoil that engulfed its neighbors in 2011, and it was widely assumed that the population was too traumatized and cowed by the country's bloody civil war to take to the streets demanding change. Michael J. Willis offers an explanation of this unexpected development known as the Hirak Movement, examining the political and social changes that have occurred in Algeria since the 'dark decade' of the 1990s. He examines how the bitter civil conflict was brought to an end, and how a fresh political order was established following the 1999 election of a dynamic new leader, Abdelaziz Bouteflika. Initially underwritten by revenue from Algeria's substantial hydrocarbons resources, this new order came to be undermined by falling oil prices, an ailing president, and a population determined to have its voice heard by an increasingly corrupt, out-of-touch and opaque national leadership. Exactly twenty years passed before Bouteflika's presidency was brought to an end by the Hirak protests--this book is an authoritative account of them.
