Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Other topics cover policy toward Latin America Africa, China, and Southeast Asia. The book is also a history of the Defense Department, including the continual development of the All-Volunteer Force and the organizational changes that saw improved policy formulation and acquisition decisions. China and the United States, two massive economic and military powers, cannot avoid engaging with each other. Enjoying what is often termed “the most important bilateral relationship in the world”, the two sometimes cooperate, but often compete, as their interests come into conflict. Both countries are separated not just by the Pacific Ocean, but also by their very different histories, experiences, societies, customs, and outlooks. Non-governmental, unofficial relationships and exchanges are often as important as formal dealings in determining the climate of Sino-American relations. For several decades in the mid-twentieth century, Chinese and Americans were virtually isolated from each other, trapped in icy hostility. Chinese scholars are now making up for lost time. This assortment of essays, most by mainland Chinese academics and students, focuses upon the role of culture – very broadly defined – in Sino-American affairs. Taking a holistic approach, in this collection over thirty authors focus on such topics as the influence of ideology, the impact of geopolitics, the use of rhetoric, soft power, educational encounters and exchanges, immigration, gender, race, identity, literature, television, movies, music, and the press. Cultural factors are, as the authors demonstrate, enormously significant in affecting how Chinese and Americans think about and approach each other, both as individuals and at the state level.

The U.S. Army and World War II is an anthology of selected papers from three international conferences held in 1990, 1992, and 1994 on the Army's role in the war. Taking the best from those meetings, Judith L. Bellafaire has organized the various presentations into four thematic categories--prewar planning, the home front, the European theater, and the Asian-Pacific theaters--reflecting the diversity of both the war and the interest of those seeking to understand its many facets. In these carefully edited papers, one will find the more conventional treatments of doctrine, strategy, and operations side by side with those focusing on military mobilization and procurement, race and gender, psychological warfare, and large-scale advice and assistance programs. Despite significant changes in military technology and the geopolitical landscape of the world since those desperate times, the human problems highlighted by the authors are not much different from many of those facing Army leaders today. Although the past can never provide the specific recipes needed for the future, experience has shown that both the basic ingredients and the manner in which they are prepared and processed have remained remarkably constant. Those grappling with the challenges of stability operations and other contingency missions in support of the Global War on Terrorism will find this collection of readings invaluable.
