No analysis of the Donald Trump phenomenon and American neo-nationalism is satisfactory without examining the impact of both the Christian Right and the secular nationalist right, both in the USA and abroad. This book offers a comprehensive explanatory account of Trump's foreign policy by assessing its nature, determining the extent to which it broke with the policy of preceding presidencies, and explaining how this shift came about. We argue that Trump has succeeded in remaking America’s grand strategy by unmaking its long-standing strategy of what we call Open Door Globalism, a strategy of economic expansionism through the promotion of open markets across the globe and its institutionalization into a US-led liberal world order. Trump has broken with Open Door Globalism in probably lasting ways by adopting an outlook and strategy of neo-mercantilist economic nationalism based upon an ‘America First’ redefinition of US sovereignty and national interests. We explain this Trumpian shift in US foreign policy by focusing on the social sources of Trump’s foreign policy-making elite’s agency, analysing it both in terms of foreign policy-makers’ embeddedness in elite networks and within the changing global and domestic context. The latter, coupled with a crisis of established elite power, also indicates why Biden has not returned to Open Door Globalism but doubled down on some aspects of the Trumpian economic nationalist break.

At the same time, "America First" trade and monetary disputes with allies could tempt some of those states to move into neutrality or else drift into the Russia-China orbit. Against this dangerous and destabilizing unilateralism, Gardner makes a convincing case that the only workable means of maintaining a peaceful world order is through patient and thoroughly engaged diplomacy and a realist rapprochement with both Russia and China.

What explains the rise of populist nationalism in the contemporary phase of globalized development? Drawing on Karl Polanyi’s study of the great transformation, The Rise of the Capital-state and Neo-nationalism argues that populist nationalism is a societal reaction to the pro-market structural changes in the political economies of nation-states – conceptualized as the capital-state transformation. Oleksandr Svitych shows that there is an inextricable link between free market reforms, declining state legitimacy, and identity-based mobilization. Examining four case studies (Australia, France, Hungary, and South Korea) through a mixed method approach, the book finds that discontented voters gravitate toward populist neo-national political forces and embrace identity-based solutions – often in exclusivist and scapegoating forms – to harness their anxieties and insecurities triggered by the capital-state restructuring. Populist nationalism of both the left and the right has emerged to compensate for the real and perceived inability of the state to shield citizens from the corrosive effects of market fundamentalism.
