Excerpt from The Sanitary Disposal of Municipal Waste Civilization costs - and the higher the civilization the greater the cost. One item in the cost of civilization is the price of cleanliness and cleanliness means health and life, for without it there can be neither life, health or civilization. Watch a barnacle in a pool of water at low tide. The creature occupies a pearly house with a trap door in the roof. Suddenly the double door opens, and a delicate hand is thrust out. The fingers close upon some invisible food, the hand is withdrawn and the door closed. Later, when we may not be looking, and when this low form of life has been fed, the door will be opened and the wastage thrown out, because the creature obeys the ancient, primal' instinct - to be clean. A city obeys the same instinct, and the greatest problem now be fore the American people is municipal cleanliness. The wastage of every city must be disposed of every day, or the people perish. Now the key to cleanliness is not a broom - but fire because heat is the great transformer. Dirt has been described as matter out of place. A better definition is matter in the wrong form. The only way to keep a city clean is to transform its poisonous dirt into innocent ash. This has long been known, for the people of ancient cities had their sanitary burning places, where, with purifying fires, they tried in some crude way to ward off plagues and pestilence. We know today that modern science and engineering skill have made it possible to transform a valueless menace to life and health into safe and useful materials, having a real commercial value. It is to this important subject the following pages are devoted and the reader is invited to examine all that here follows because it is believed that the facts here presented are correctly presented, and the deductions based upon them will be found to be borne out by practical experience upon a commercial scale. Two facts stand out in the following pages with convincing clear ness - the safe and rapid destruction of waste material of all kinds is a question of temperature, and the work itself can be done at a profit. Everything burns at some temperature. Five pounds of wet kitchen refuse thrown into the cook stove will put out the fire. Five thou sand pounds thrown into a regenerative destructor will part with its water in a few moments, and then burn rapidly and be speedily transformed into harmless ash. It is purely a question of the rightfurnace and temperature, and what is true of kitchen waste is equally true of every form of wastage from mill, store, house, hotel or hospital. Excerpt from The Disposal of Municipal Refuse It is self-evident that, above all other considerations, the methods for both collection and disposal should be sanitary. The Street Cleaning Department, the Health Department, or whatever branch of the municipal government that may have the charge of caring for, and getting rid of, these waste materials will always be a cause of some friction with the people. Their acts for general betterment will be considered by some as harmful and detrimental; and selfish and per sonal considerations will crop out as deterring factors against every step for advancement. The other aspect of the subject is one of cost. Both the sanitary and the financial considerations must be regarded, and the selected method for any community must embody both, if it is to be classed as successful. Excerpt from Collection and Disposal of Municipal Refuse The recent development in America started in 1887, by the American Public Health Association, with the appointment of a Committee on Garbage Disposal, of which Dr. Kilvington was Chairman. In 1888, this Committee reported on the Destruction of Organic Refuse by fire. In 1889, a report was presented favoring both reduction and incineration as the promising methods of future garbage disposal. In 1894, Rudolph Hering was appointed Chairman, elaborate statistics were collected from more than a hundred cities, and in 1897 a report was made on the collection and disposal of waste matter in many of these cities, with general conclusions regarding the entire problem. A great diversity of opinion was observed regarding the proper methods to be pursued. The Committee also studied the English experiences and the very complete, instructive, and valuable experiments just then being conducted in Hamburg and Berlin, and presented conclusions which endeavored to place the whole subject on a scientific foundation. The sanitary aspect was given the first and the financial aspect the second place in all recommendations. It was pointed out that a proper solution for any city or town would require a knowledge of the quantity, character, and composition of the refuse, and also of the local conditions controlling the several parts of the problem. Excerpt from Conservation by Sanitation: Air and Water Supply; Disposal of Waste (Including a Laboratory Guide for Sanitary Engineers) The sanitary engineer has a treble duty for the next few years of civic awakening. Having the knowledge, he must be a leader in developing works and plants for state and municipal improve ment, at the same time he is an expert in their employ. But he must be more; as a health officer he must be a teacher of the people to Show them why all these things are to be. The slow ness with which practicable betterments have been adopted among the rank and file is, partly at least, due to the separation of functions, of specialization, and partly to the exclusiveness of agents in the work. Excerpt from The Disposal of Household Wastes The author's book on "House Drainage and Sanitary Plumbing" published in 1882, in this Science Series, did not include a discussion of the all-important question of how to dispose of the waste matters of the household in the safest, least disagreeable, most efficient and most economical manner, but it was promised by him that a future volume would be devoted to the "Disposal of Household Wastes." The manuscript for this volume was prepared in the spring of 1886. Portions of it appeared, as a series of articles, in the Chicago Inland Architect, and were reprinted in the twelfth annual Report of the State Board of Health of Rhode Island. Some circumstances over which the author had no control and the various duties of a busy professional life prevented the completion of the manuscript for publication in book form.
