The inflow of foreign direct investment guaranteed job opportunity, knowledge and technology and also export. This appreciates the exchange rate and purchasing power, eventually the economic growth of the nation. Sabah was one of the corridors that had great potential to attract foreign direct investment especially in the service-based industry and agriculture industry. Other than its uniqueness in terms of its natural environment, rich in flora and fauna, Sabah is also able to attract foreign direct investment due to its labour force. Labour force in Sabah consists of locals and foreign. The influx of foreign labour in Sabah is immense in the agriculture sector. Foreign labour differs from expatriates. The need for foreign labour has its advantages and disadvantages. The foreign labour was deemed important in the production activity but it caused unemployment among locals, allocation of resources for their needs, and also social costs like crime and diseases. Thus, the Sabah government has taken numerous measures to reduce the dependence on foreign labour. But before such measures are taken an empirical analysis need to be carried out to justify whether the Sabah economic growth was dependent on local labour or foreign labour. An advance econometric analysis was used in this book to justify that Sabah’s economic growth is foreign labour dependent.

More specifically, this study aims to find out the effect of human capital development and economic development. The target or accessible population of the study was 60 of educated employee or instructors in educational institutions in Mogadishu an which a sample of 49 respondents was drawn using stratified random sampling and proportionate was used to determine sample size for each of the three educational institutions such as plasma university, modern university and university of Somalia, To achieve the objectives of the study, a survey design was employed. The study relied principally on primary data which was collected using questionnaires containing close ended questions for ease of analysis. Data was analyzed using descriptive with the aid of Statistical Package for Social Sciences.Based on the finding in objective one which indicates the total average mean, the second objectives which indicates the total average mean,, Based on the findings in objective third and fourth or specific objectives of the study indicates the total average mean so that the all objectives indicate a good sign or positive sign, means the overall Skill building and training of the educational institutions are very good While the overall mean of economic development was scored a as shown in the table of chapter four indicates, so that the study indicates that human capital development have a significant and strong relationship towards the economic development. The researcher recommends further investigation should be conducted to collect data from other educational institutions such to see whether human capital development are increasing and effecting the economics in the country. This study constructs an index of human capital for the Spanish labor force over the past two decades and projects it over the next decade on the basis of likely demographic developments. The methodology considers both educational attainment resulting from formal schooling and improvements in workers’ productivity resulting from experience, or “learning by doing.” Furthermore, it allows for the fact that people with higher education accumulate human capital through learning by doing at a faster pace than less educated workers or, in other words, that the full returns to formal schooling are realized with a lag of many years. Using this index, a growth accounting exercise is conducted to estimate the impact of human capital accumulation on economic growth over the past two decades. Finally, potential output growth is projected over the next few years, taking into account the impact of human capital accumulation.
