The Subcommittee will hear testimony on the bills which have been introduced in the House to provide a legislative remedy to the Negotiated Rate or Undercharge problem in the motor carrier industry. At least three bills are pending in this Congress; namely, hr. 2121 (mineta-shuster), hr. 2021 (lipinski), and hr. 1710 (shuster). The problem has persisted for several years.
