Excerpt from The Lincoln Centenary, February 12, 1909: As Celebrated in New York City and Other Historic Centers The ever since vexed question of negro suffrage never came befo1e Abraham Lin coln in full form. He thought that suf fr'age within states belonged to states, and that the Southern States were in the Union, because they had failed to get out of it. He suggested, ' in a letter as to Louisiana, in which reconstruction or-re occupation had first been effected, that the experiment might be made of intrust ing with suffrage negroes of good charac ter and fair-knowledge, as well as those who had honorably served in the army or navy of the Union. The suggestion was lost in the subsequent action of Congress toward such suffrage. The further treat ment of the subject within the states acutely affected by it does not concern a discussion of Abraham Lincoln, who passed to his account before the subject became acute and dividing. In Illinois, long before the war, Mr. Lincoln was charged by Stephen A. Douglas with fa voring the admission of the negroes in ihat state and in the territory of Kansas to the ballot, on the same conditions as those accorded to or required of whites. Mr. Lincoln squarely denied the charge, and Mr. Douglas retracted it. The Fit tecuin Amendment -to the Constitution was not proposed during Mr. Lincoln's presidency, and was not declared to be adopted until several years after his death. Excerpt from Abraham Lincoln: The Tribute of a Century, 1809-1909, Commemorative of the Lincoln Centenary and Containing the Principal Speeches Made in Connection Therewith This book has grown out of a desire which the editor had while Secretary of the Lincoln Centennial Memo rial Committee of One Hundred, appointed by the Mayor of Chicago, for a memorial volume which should give permanent form to the many masterly tributes to Lincoln by noted men which marked this unique Centenary, and should preserve to history the remarkable spirit of the occasion. The editor undertook the work, anticipating that it would be a considerable task, but with no real conception of its magnitude. There are in his library hundreds of unused speeches and over sixty thousand clippings with reference to the celebration. It has been literally impossible to examine the entire material at hand in the few months which have elapsed since the Centenary, but the principal addresses have been gone through, and while the limits of this volume have excluded many of great value which it was hoped to bring within the collection, it is believed that those published are thoroughly representative of the celebration. The editor wishes to give credit to the Lincoln Centennial Memorial Committee of Chicago, which, under the guidance of Hon. William J. Calhoun as chairman, did such magnificent work in the Centenary celebration and whose existence and initiative have made the publication of this book possible. To the committees, throughout the country and abroad, municipal or the result of private enthusiasm and patriotism, which have been of notable aid in the work of securing the desired material for this volume, grateful acknowledgment is due.
