This paper contains a worldwide analysis of International Parliamentary Institutions (IPIs) in existence to date. Their number and competences are steadily increasing but still there are hardly any substantive comparative investigations. This study fills this gap. One of its conclusions is that IPIs increasingly fulfill genuine parliamentary oversight functions. They can contribute to overcoming democracy deficits at both regional and global levels. At the global level, the creation of a UN Parliamentary Assembly is recommended. From the preface by Murumba Werunga, Centre for Parliamentary Studies and Training at the National Assembly of Kenya and former Clerk of the Pan-African Parliament: "This is a most welcome publication that goes a long way in providing for the first time a near complete account and analysis of the place and contribution of the International Parliamentary Institutions to the global evolution of democratic practice and governance."

This comprehensive Handbook takes a multidisciplinary approach to the study of parliaments, offering novel insights into the key aspects of legislatures, legislative institutions and legislative politics.Connecting rich and diverse fields of inquiry, it illuminates how the study of parliaments has shaped a wider understanding surrounding politics and society over the past decades.Through 26 thematic chapters, expert contributors analyse parliamentary institutions from various disciplinary perspectives (history, law, political science, political economy, sociology and anthropology). A wide range of approaches is covered, including the sociological study of members of parliaments, gender studies and the mathematical conceptualisation of legislatures. Exploring the history of parliament, the concepts and theories of parliamentarism, constitutional law, the linkages between parliaments and the administrative state or with populism, this incisive Handbook provides a panoramic view of this institution. Chapters also map the main trends, patterns of developments and controversies related to parliaments, assessing the strengths and weaknesses of current research and identifying a range of promising avenues for further study.Drawing together international and comparative approaches, the Handbook of Parliamentary Studies will be a critical resource for academics and students of parliamentary politics, political science, political economy, public law and political history. It also provides a vital foundation for researchers of legislative and political institutions.

This volume offers an original and theoretically grounded conceptualization and measurement of international parliamentary institutions and their role in ensuring the accountability of regional international organizations. Through a comparative analysis of the establishment, evolution, institutional organization, oversight and policymaking functions of 22 parliamentary institutions, mainly from European, African and Latin American regional international organizations, the book serves a twofold purpose. First, it allows assessment of the extent to which parliamentary institutions have (measurable) influence on the outcome of regional organizations’ decision-making processes. Second, drawing on the literature on new institutionalism and comparative regionalism, the volume investigates the conditions under which the influence of parliamentary institutions is expected to grow, thus advancing the understanding of the variation and development of this poorly explored type of international institution. The book is aimed at scholars of global governance, international organization and comparative regionalism, and will also be of interest to parliamentarians and parliamentary practitioners from national and international institutions.

International organizations are typically intergovernmental in nature and endowed with a bipolar institutional structure where organs of States are usually juxtaposed with the Secretariat. On these premises, in Non-Governmental Interests in Regional Organizations: The Role of Parliamentary, Socio-Economic and Territorial Institutions Elisa Tino aims at analysing the unexplored phenomenon of institutional multipolarism of regional organizations, namely the trend to establish institutions representing non-governmental interests. Particularly, illustrating their diffusion in various geographic areas, explaining rationales underlying their establishment and investigating their institutional aspects, Elisa Tino pinpoints the contribution of these institutions to the development of regional organizations both according to the functionalist approach and the constitutionalist one. Thus, she aims at providing food for thought in the study of international organizations.

In Parliamentary Diplomacy in European and Global Governance, 27 experts from all over the world analyse the fast-expanding phenomenon of parliamentary diplomacy. Through a wealth of empirical case studies, the book demonstrates that parliamentarians and parliamentary assemblies have an increasingly important international role. The volume begins with parliamentary diplomacy in Europe, because the European Parliament is one of the strongest autonomous institutional actors in world politics. The study then examines parliamentary diplomacy in relations between Europe and third countries or regions (Mexico, Turkey, Russia, the Mediterranean), before turning attention to the rest of the world: North and South America, Asia, Africa and Australia. This pioneering volume confirms the worldwide nature and salience of parliamentary diplomacy in contemporary global politics.
