"A shift over several decades from an older, pastoral landscape to one dominated by commercial and residential development threatens the ability of the Cherokee community to make choices about how it grows, develops, and follows its place-based community values. Action is required both to counter negative trends and also to take advantage of regional trends that can benefit the EBCI (Eastern Band of the Cherokee Indians) ... Cherokee community members and a handful of outside partners met, over a year in 2014-2015, to discuss the need for accessing lands off-Boundary beyond existing tribal holdings.
