FAO’s Gender and Rural Advisory Services Assessment Tool (GRAST) is designed to support providers of rural advisory services in their efforts to develop gender-sensitive programmes. By undertaking a gender assessment of rural advisory services at policy, organizational and individual levels, GRAST provides entry points for improving the gender-responsiveness of the design and delivery of advisory services in a truly transformative manner. Its ultimate objective is to ensure that rural advisory services respond to the needs and priorities of both rural women and men and that, as a consequence, they can equally access to and benefit from these services.

This report builds upon FAO’s work promoting gender mainstreaming in extension and advisory services, cataloguing challenges and suggesting strategies for increasing the gender responsiveness of rural advisory services globally. This manual provides guidance for organizing and facilitating training of trainers in gender-sensitive rural advisory services design and delivery. It has been developed as part of the FAO project “Capacity Development Support to Rural Women on the Socio-economic and Gender Aspects of Sustainable Rural Development”, which was implemented in Turkey and Azerbaijan, in 2014-16. The project was realized under the FAO-Turkey Partnership Programme and financed by the Government of Turkey. The manual is based on the pilot trainings carried out in Turkey and Azerbaijan and is intended to help meet the needs for training guidelines specifically designed for strengthening the gender sensitivity of rural advisory services. The guidelines are developed to be applied not just to one country situation, but for easy adaptation and use in strengthening advisory services globally. The manual content is organized into three main sections. Section 1 introduces the manual, section 2 provides detailed g uidelines for all stages of a workshop design and preparation and section 3 is a step by step programme for delivery of a four day workshop. A final section of annexes includes sample training materials, sample slide presentations and notes for use in workshop delivery, a glossary of gender related terminology, and useful references and resource material on gender and agriculture.

Extension and advisory services (EAS) play a key role in facilitating innovation processes, empowering marginalized groups through capacity development, and linking farmers with markets. This publication assesses the extent, progress and challenges of providing gender-responsive agricultural extension services in Albania based on the FAO Gender and Rural Advisory Services Assessment Tool (GRAST) methodology. Even though agriculture is an important sector of the economy that accounts for 36 percent of overall employment in the country, informality is high and the engagement of low-skilled rural women in labour intensive activities is significant. Women in the context of family farms, are often considered to be unpaid “farm helpers”. This assessment identifies the key gaps at national, organizational and field levels that hinder the achievement of the relevant Sustainable Development Goals (SDGs) and the country’s progress towards inclusive and sustainable agrifood systems. In particular, the absence of evidence-based and sex-disaggregated data does not allow developing gender responsive services driven by a sound understanding of the gender-specific barriers that prevent farmers from accessing and benefiting from such services. Moreover, the lack of well-articulated and mainstreamed gender and social inclusion policies for targeting and reaching diverse women and men clients reduces progress towards national goals and commitments. Addressing rural women’s access to information, knowledge and services is essential for ensuring gender equality, reaching farm efficiency, sustainability and productivity, and contributing to the enhancement of livelihoods.
