Download Water Diplomacy in Action Book in PDF, ePub and Kindle
Complex water problems cannot be resolved by numbers or narratives. Contingent and negotiated approaches are necessary for actionable outcome. In the face of a constantly changing array of interconnected water issues that cross multiple boundaries, the challenge is how to translate solutions that emerge from science and technology into the context of real-world policy and politics. Water Diplomacy in Action addresses this task by synthesizing two emerging ideas––complexity science and negotiation theory––to understand and manage risks and opportunities for an uncertain water future. Rooted in the ideas of complexity science and mutual gains negotiation, this edited volume shows why traditional systems engineering approaches may not work for complex problems, what emerging tools and techniques are needed and how these are used to resolve complex water problems.

Download Computational Intelligence Book in PDF, ePub and Kindle
The present book includes a set of selected extended papers from the second International Joint Conference on Computational Intelligence (IJCCI 2010), held in Valencia, Spain, from 24 to 26 October 2010. The conference was composed by three co-located conferences: The International Conference on Fuzzy Computation (ICFC), the International Conference on Evolutionary Computation (ICEC), and the International Conference on Neural Computation (ICNC). Recent progresses in scientific developments and applications in these three areas are reported in this book. IJCCI received 236 submissions, from 49 countries, in all continents. After a double blind paper review performed by the Program Committee, only 30 submissions were accepted as full papers and thus selected for oral presentation, leading to a full paper acceptance ratio of 13%. Additional papers were accepted as short papers and posters. A further selection was made after the Conference, based also on the assessment of presentation quality and audience interest, so that this book includes the extended and revised versions of the very best papers of IJCCI 2010. Commitment to high quality standards is a major concern of IJCCI that will be maintained in the next editions, considering not only the stringent paper acceptance ratios but also the quality of the program committee, keynote lectures, participation level and logistics.

Download Arab Human Development in the Twenty-first Century Book in PDF, ePub and Kindle
With its emphasis on the primacy of change, this study arrives at a particularly auspicious moment, as the Middle East continues to be convulsed by the greatest upheavals in generations, which have come to be known as the Arab Spring. Originally prepared as the tenth-anniversary volume of the UNDP's Arab Human Development Report, Arab Human Development in the Twenty-first Century places empowerment at the center of human development in the Arab world, viewing it not only from the vantage point of a more equitable distribution of economic resources but also of fundamental legal, educational, and political reform. The ten chapters in this book follow closely this political economy framework. They look back at what Arab countries have achieved since the early 2000s and forward to what remains to be done to reach full development. Supported by a wealth of statistical material, they cover the rule of law, the evolution of media, the persistence of corruption, the draining of resources through armed conflict, the dominance and increase of poverty, the environment, and religious education. The concluding chapter attempts an inventory of the world literature and different experiences on democratic transition to explore where the region could be heading. This critical and timely study is indispensable reading to development specialists and to Middle East scholars and students alike, as well as to anyone with an interest in the future trajectory of the region.

Download Perilous Intimacies Book in PDF, ePub and Kindle
Friendship—particularly interreligious friendship—offers both promise and peril. After the end of Muslim political sovereignty in South Asia, how did Muslim scholars grapple with the possibilities and dangers of Hindu-Muslim friendship? How did they negotiate the incongruities between foundational texts and attitudes toward non-Muslims that were informed by the premodern context of Muslim empire and the realities of British colonialism, which rendered South Asian Muslims a political minority? In this groundbreaking book, SherAli Tareen explores how leading South Asian Muslim thinkers imagined and contested the boundaries of Hindu-Muslim friendship from the late eighteenth to the mid-twentieth centuries. He argues that often what was at stake in Muslim scholarly discourse and debates on Hindu-Muslim friendship were unresolved tensions and fissures over the place and meaning of Islam in the modern world. Perilous Intimacies considers a range of topics, including Muslim scholarly translations of Hinduism, Hindu-Muslim theological polemics, the question of interreligious friendship in the Qur’an, intra-Muslim debates on cow sacrifice, and debates on emulating Hindu customs and habits. Based on the close reading of an expansive and multifaceted archive of Arabic, Persian, and Urdu sources, this book illuminates the depth, complexity, and profound divisions of the Muslim intellectual traditions of South Asia. Perilous Intimacies also provides timely perspective on the historical roots of present-day Hindu-Muslim relations, considering how to overcome thorny legacies and open new horizons for interreligious friendship.

Download The Legislative History of the International Criminal Court: Introduction, Analysis, and Integrated Text (3 vols) Book in PDF, ePub and Kindle
This unique work is an article-by-article drafting history of the ICC Statute containing all versions of every article in the Statute as it evolved from 1994 to 1998. It also integrates in the Statute's provisions the "Elements of the Crimes" and the "Rules of Procedure and Evidence" adopted by the preparatory Commission (1998-2000). Other relevant documents are also included, such as those concerning the privileges and immunities and financial regulations of the Court, as well as its relationship with the United Nations. This documentation constitutes the most comprehensive treatment available of the ICC's applicable law. It also offers an insightful first-hand account of the drafting process both prior to and during the Rome Diplomatic Conference, along with a detailed historical survey of the efforts to establish the ICC. Each article of the Rome Statute is presented chronologically, along with all its prior versions. These versions comprise the texts transmitted between the Drafting Committee and the Committee of the Whole at the Rome Diplomatic Conference; the text proposed by the 1998 Preparatory Committee on the Establishment of an ICC; the text completed by the Intersessional meeting in Zutphen; the text proposed by the 1995 Ad Hoc Committee on the Establishment of an International Criminal Court; the text proposed by the International Law Commission in 1994. It also contains government proposals made during the 1995-1998 sessions of the Ad Hoc and Preparatory Committees, most of which have not been made public documents. This organization of the legislative history permits the reader to see the complete textual evolution of each article. A description of the ICC mechanisms and institutions precedes this article-by-article legislative history. Government officials, judges, practitioners, and scholars seeking to interpret and understand the ICC Statute will find this three-volume publication unmatched for completeness and ease of use. Published under the Transnational Publishers imprint.
