During the First World War, ill-advised steps by colonial officials in the Philippines who were responsible for the colony's finances created a crisis which lasted from 1919 until 1922. The circumstances shook the foundations of the American colonial state and contributed to Manuel L. Quezon’s successful effort to replace Sergio Osmeña as leader of the politically dominant Nacionalista Party. These events have generally been blamed on a corruption scandal at the Philippine National Bank, which had been established in 1916 as a multi-purpose, semi-governmental agency whose purpose was to provide loans for the agricultural export industry, to do business as a commercial bank, to issue bank notes, and to serve as a depository for government funds. Based on detailed archival research, Yoshiko Nagano argues that the crisis in fact resulted from mismanagement of currency reserves and irregularities in foreign exchange operations by American officials, and that the notions of a "corruption scandal" arose from a colonial discourse that masked problems within the banking and currency systems and the U.S. colonial administration. Her analysis of this episode provides a fresh perspective on the political economy of the Philippines under American rule, and suggests a need for further scrutiny of historical accounts written on the basis of reports by colonial officials.

Foregrounding the entangled history of China and the Philippines, Guingona brings to life an array of understudied, but influential characters, such as Filipino jazz musicians, magnetic Chinese swimmers, expert Filipino marksmen, leading Chinese educators, Philippine-Chinese bankers, Filipina Carnival Queens, and many others. Through archival research in multiple languages, this innovative study advances a more nuanced reading of world history, reframing our understanding of the first half of the twentieth century by bringing interactions between Asian people to the fore and minimizing the role of those who historically dominated global history narratives. Through methodologically distinct case studies, Guingona presents a critique of Eurocentric approaches to world/global history, shedding light on the interconnected history of China and the Philippines in a transformative period. The focus of this edited collection is a thoughtful multidisciplinary presentation of past and present U.S. drug policies and whether they are winning the so-called war on drugs (they aren't!). For the great majority of ills ascribed to "drugs" are actually caused by the black market created by drug prohibition; the more successful the war on drugs is in making the drug trade a dangerous business, the greater are the profits from increased prices, and hence the greater the incidence of disease, corruption, social disorder, and death. Drugs and Society provides individuals with the information they need to construct an alternative policy.

Download China and Her Neighbours Book in PDF, ePub and Kindle
For centuries, China was confident in its role as the 'Middle Kingdom', the undisputed cultural, economic and political powerhouse of Asia. Today, with China once again a leading player on the world stage, countries across the continent are facing an uncertain future. Does China's rise threaten its neighbours? And what, ultimately, is its end goal? Nowhere are these questions more pressing than in the Pacific, where China's maritime neighbours find themselves directly in the path of the country's expanding territorial claims. In this rich historical exploration, Michael Tai finds answers to these and other questions through an in-depth exploration of China's past. Spanning thousands of years of Chinese and Asian history, China and Her Neighbours looks at China's evolving relations with Japan, Vietnam, the Philippines, and Malaysia. While the disputes in the Pacific have attracted widespread attention, very few investigations have considered the wider historical context of these tensions.
