There was, first, the obvious financial difficulty, which was overcome by generous support and vigorous effort. The second was the reasonable and widespread doubt as to whether any one writer could deal with current politics and history in an absolutely impartial manner; the answer to this doubt lay in the splendid recognition accorded the Work by Governments and Legislatures of all phases of political thought in Canada. The third was the natural scepticism of Libraries - Public, Reference, University, etc.-in this and other countries, as to the permanence of the publication; this could only be removed by time and the doubt has long since passed into a condition of world-wide Library patronage.
