My thesis investigates the use of democracy promotion as an instrument of foreign policy. Through a comparative analysis of the United States and European Union (EU), the paper examines how different conceptions of democracy, power and the role of the state have led to divergent intellectual and strategic approaches towards democratization. The feasibility of these approaches is then tested in the context of Hamas' electoral victory in the 2006 Palestinian elections.
