Excerpt from The Acts and Resolves, Public and Private, of the Province of the Massachusetts Bay, Vol. 9: To Which Are Prefixed the Charters of the Province; With Historical and Explanatory Notes, and an Appendix; Being Volume IV of the Appendix Containing Resolves, Etc;, 1708-1720 Indeed, the date of the record of final action in the Assembly, as given in the Legislative Records of the Council,1 cannot be accepted as conclusive where the final action, that is, concurrence, took place in the House of Representatives. From the year 1715, when the House began to print its records, the House Journal has enabled the editor, in most cases, to give the correct date not in all cases, for, so far as is known, no complete copy of the House Journals exists in any one place, or, indeed, in all places taken together in Boston and Cambridge. As for legislation before the year 1715, there was no other course than to follow the Legislative Records of the Council; but those records must be taken to give the true date Where concurrence was by the Council and that was more commonly the case. The House Journal differs occasionally in other particulars from the Secretary's record, the differences being mentioned in the notes, unless they are tri ing. This is sometimes a serious matter; there are instances in which action, stated in the Secretary's record to have been had by both Houses, does not appear at all in the House Journal, and there are other variances equally grave. The marginal titles of the Secretary, having by long course of time acquired something like authority, have been used for headings to the chapters as far as possible. Though often needing some change for the sake of uniformity, or some addition for the sake of indicating the nature of the chapter, the Secretary's titles are usually clear and terse.
