Using a novel dataset, we develop a structural model of the Very Large Crude Carrier (VLCC) market between the Arabian Gulf and the Far East. We study how fluctuations in oil tanker rates, oil exports, shipowner profits, and bunker fuel prices are determined by shocks to the supply and demand for oil tankers, to the utilization of tankers, and to bunker fuel costs. Our analysis shows that time charter rates respond only slightly to fuel cost shocks. In response to higher fuel costs, voyage profits decline, as cost shocks are only partially passed on to round-trip voyage rates. Oil exports from the Arabian Gulf also decline, reflecting lower demand for VLCCs. Positive utilization shocks are associated with higher profits, a slight increase in time charter rates and slightly lower fuel prices and oil export volumes. Tanker supply and tanker demand shocks have persistent effects on time charter rates, round-trip voyage rates, the volume of oil exports, fuel prices, and profits with the expected sign.

The passage of the Oil Pollution Act of 1990 (OPA 90) by Congress and subsequent modifications of international maritime regulations resulted in a far-reaching change in the design of tank vessels. Double-hull rather than single-hull tankers are now the industry standard, and nearly all ships in the world maritime oil transportation fleet are expected to have double hulls by about 2020. This book assesses the impact of the double hull and related provisions of OPA 90 on ship safety, protection of the marine environment, and the economic viability and operational makeup of the maritime oil transportation industry. The influence of international conventions on tank vessel design and operation is addressed. Owners and operators of domestic and international tank vessel fleets, shipyard operators, marine architects, classification societies, environmentalists, and state and federal regulators will find this book useful.

Excerpt from Oil Tanker Rates: A Life-Long Challenge It was twenty-eight years ago when I was introduced to the topic of oil transportation by Professor Adelman. I was then a student in his class when at the end of one of the sessions he said to me, "You are the person I have been looking for." He went on to explain that there was a need for someone with a strong background in mathematics and management to carry forward the work of Professor Koopmans (1939) and urged that I look into it. I still remember the feelings of ambivalence that occupied me. On the one hand I was flattered by the compliment paid me by a professor I immensely respected. But at the same time, I was paralyzed by the fear of failure, for I knew nothing about the subject and was fully aware of the legendary reputation of Professor Koopmans. The gentle encouragement and the confidence Professor Adelman had shown helped me overcome my fears long enough to look into the subject. And so I immersed myself in an activity that had a profound effect on my professional orientation and is still a fascinating part of my academic life. The purpose of this thesis is to provide a comprehensive review of the existing academic literature on oil tanker freight rates and analyses of empirical data on the oil tanker market. Thereby, a set of the five most important freight rate determinants in the oil tanker segment is established. Following the literature review, we identify these as the demand for seaborne trade of oil, the supply of tanker vessels, the season, the individual tanker specifications and the route of the hire. The thesis provides a detailed description of each of these determinants and furthermore analyses how these have formed the current state of the tanker market and how we can project its future development.
