Strategic Sourcing has become the focus of buying organizations both in government and the private sector. In the federal government, the Office of Federal Procurement Policy (OFPP) began an initiative in 2004 through its Chief Acquisition Officer Council (CAOC) to provide for Strategic Sourcing on a government-wide basis. Similarly, State and Local governments have initiated strategic sourcing initiatives to varying degrees across the United States. In support of this initiative, the National Institute of Governmental Purchasing (NIGP) adopted a resolution in 2006 supporting the use of Strategic Sourcing at levels of government. In the private sector Strategic Sourcing has been a way of life now for over a decade. For the uninitiated, Strategic Sourcing has become synonymous with the process of identifying certain commodities, or commoditizable [sic] services, aggregating those commodities, and then driving a price point that reflects the leveraged buying power of a particular buying organization. While this certainly reflects an aspect of Strategic Sourcing, Strategic Sourcing is much broader and encompasses not only the actual sourcing decisions, in terms of aggregation of requirements and supplier/supply-chain management, but also the analysis of all requirements, the capabilities of the supplier base to meet those requirements, and the appropriate method to satisfy requirements through the supplier base, among other considerations.

" In fiscal year 2012, the federal government spent $307 billion to acquire services. The private sector is also reliant on services. Over the last 5-7 years, leading companies have been examining ways to manage their services in order to maximize returns and minimize inefficiencies. Given the amount of federal spending on services, GAO was asked to identify leading practices used by large commercial organizations for purchasing services. GAO identified (1) leading company practices for purchasing services, and (2) potential opportunities for federal agencies to incorporate these practices based on prior work. To determine leading companies' practices in this area, GAO selected a nongeneralizable sample of companies based upon a literature search and recommendations from Defense and industry organizations that have studied services acquisition. GAO identified and interviewed officials from seven companies, an industry group, and a consulting organization. To identify opportunities for agencies to adopt leading practices, GAO compared the types of services purchased by agencies in fiscal year 2012 with those purchased by companies. GAO also relied on prior, relevant work related to federal procurement of services and OMB initiatives for expanding agencies' use of strategic sourcing. "

" Since 2005, OMB has emphasized using strategic sourcing to improve efficiency in federal procurement. Strategic sourcing is a process that moves an organization away from numerous individual procurements toward a broader aggregate approach. GAO was asked to review how strategic sourcing affects small businesses, including small disadvantaged businesses. GAO reviewed guidance and documentation from OMB, GSA, and five other agencies selected based on factors such as dollars awarded to small businesses.
