Excerpt from Relations of the District of Columbia to the General Government; Is Washington City the Capital of the United States, or the Capital of the District of Columbia? The Duty of the Nation Toward Its Capital: Speech of Hon. Norton P. Chipman, of the District of Columbia, in the House of Representatives, February 28, 1874 The ordinance and the debate form an important link m the history of the location of the capital, and illustrate the enlarged views thus early entertained, and which were subsequently carried out in the final location of the capital on the Potomac River. The location upon the Delaware seemed not satisfactory, and it was probably owing to that cause that the commissioners never entered upon their duties; but the subject continued to attract public atten tion, and came before the Continental Congress in various forms. The debates which took place and the public sentiment which found expression in pamphlets and newspapers show that few ques tions have excited greater interest or seem to have been regarded as fraught with greater importance to the country. Some of the ablest men of the time took part in the discussion, and treated the subject as one eminently worthy to arouse the patriotism of the people.
