2010 was a critical year for the European Union (EU) in at least three major respects. First of all, many EU countries started showing signs of increased financial stress, while the eurozone began to be affected by a true debt crisis extending well beyond the highly publicised case of Greece. Secondly, the European Union strove to achieve renewal through its first steps to implement the Lisbon Treaty that had come into force on 1 December 2009. The third reason why 2010 represented a turning point for the EU is that the ten-year Lisbon Strategy, launched by the European Council in March 2000 as a framework for EU socio-economic policy coordination, formally reached its end in June 2010 when EU leaders adopted the new Europe 2020 Strategy. All of these developments will have deep and long-lasting effects on social policy at both national and supra-national level. The year 2012 has seen new developments in the EU’s economic crisis and renewed attempts to address its main causes. The European institutions have intensified their programme of promoting austere economic governance, while the political and institutional debates on democratic legitimacy and the effectiveness of the EU have intensified. In such a context, the ‘social dimension’ of Europe is clearly on the defensive with little progress towards more sustainable forms of growth. Almost undetected, however, the processes governing social policy in the context of the Europe 2020 strategy are slowly maturing and are being taken more seriously by key actors. This could prove to be highly consequential in future. The 2012 edition of Social developments in the European Union finds evidence of pending problems and new challenges. Discussions focus on both old tensions (double dip recessions and persistent economic turmoil in many Member States) and new questions about the EU strategy, which has resulted in a growing divide between Northern and Southern Europe and increased discontent among the general public, but done little to promote growth-friendly investment. This volume focuses on alternative measures to save the EU. Taking as a starting point the growing criticism of budget austerity, especially from international organisations such as the ILO and IMF, contributors propose new strategies for tackling the crisis. At the top of the agenda is the need for the EU to allow Northern countries to adopt more growth-oriented budgetary policies to increase aggregate demand. This could help those countries hardest hit by recession to finally exit the crisis and in so doing save the European project.

Social Europe is a key topic in the construction of the EU and its institutions. 2011 was a year marked by some key progress in European integration: new moves towards Treaty revision, new rules for economic and budgetary coordination, and a more evident role of the EU in national policymaking. In parallel, the destabilisation of the euro zone progressed: the long-term effects of the Greek crisis have not been tackled by European policymakers, while tension shifted from the EU periphery to the very core of the euro zone. The European Union has gone through a crucial period marked by growing anti-EU sentiments and the difficult implementation of its largely renewed socio-economic governance. The general objective of the Report is to study the recent evolution of the social economy (SE) in the European Union (UE) and its 28 member states. It focuses in three areas: firstly, the social economy and the emergent concepts/movements related to the space between states and market/for profit businesses, secondly, the public policies in their large sense built both at the EU and the Member countries in recent years to enhance the social economy sector and thirdly, measuring the weight of the social economy in each EU Member country. This research is not only an update of the studies entitled "The Social Economy in the European Union", carried out by CIRIEC and published in 2008 and in 2012 by the European Economic and Social Committee, but also an analysis and assessment of recent evolution in this field in Europe. In order to provide answers to the research topics, the project was structured around three areas. In the first, the conceptual area, the research undertook an overview of the emergent concepts, comparing them with the established EU concept of the social economy and identifying their challenges. In the second area, public policies, the research focused on the policies towards the social economy deployed by governments, at the European level and at the national level, in the recent period (2010-16). The environment and 'ecosystem' of the social economy is a major factor that can facilitate the development of social economy entities or can constitute an external barrier to them. The project formulated a framework to categorise all these policies. It provides for a review of the main initiatives deployed at the EU and national levels, a comparative analysis of the new national legislation on the Social Economy and an assessment of their impact in Europe. The third area is statistical. Its central goal was to provide quantitative data on the social economy in the 28 Member States, following the same method used in the two former studies carried out by CIRIEC for the EESC. It also studied the recent developments in statistics and the available data around Europe.
