Mexico is becoming increasingly important as a focus of U.S. immigration policy, and the movement of people across the U.S.-Mexico border is a subject of intense interest and controversy. The U.S. approach to cross-border flows is in flux, the economic climate in Mexico is uncertain, and relations between the two neighbors have entered a new stage with the launching of NAFTA. This volume draws together original essays by distinguished scholars from a variety of disciplines and both sides of the border to examine current impetuses to migration and policy options for Mexico and the U.S.

Gil introduce the reader to such increasingly influential leaders as Jesus Gonzalez Schmal, of the conservative PAN; Cuauhtemoc Cardenas, the most successful opposition candidate in Mexico's history; and Jorge Alcocer Villanueva, who has long helped direct various offshoots of the Communist Party in Mexico.

"Third, the authors investigate the relationship between major parties and the state, revealing the extent to which parties are dependent on state resources to maintain power and win votes. Fourth, the contributions assess the importance of different electoral regimes for shaping broader patterns of party competition. Finally, and most important, the authors characterize the nature of the party system in each country - how institutionalized it is and how it can be classified."--BOOK JACKET.

Dubbed the "decade of the Hispanic," the 1980s was instead a period of retrenchment for Chicanas/os as they continued to confront many of the problems and issues of earlier years in the face of a more conservative political environment. Following a substantial increase in activism in the early 1990s, Chicana/o scholars are now prepared to take stock of the Chicano Movement's accomplishments and shortcomings—and the challenges it yet faces—on the eve of a new millennium. Chicanas/Chicanos at the Crossroads is a state-of-the-art assessment of the most significant developments in the conditions, fortunes, and experiences of Chicanas/os since the late seventies, with an emphasis on the years after 1980, which have thus far received little scholarly attention. Ten essays by leading Chicana and Chicano scholars on economic, social, educational, and political trends in Chicana/o life examine such issues as the rapid population growth of Chicanas/os and other Latinos; the ascendancy of Reaganomics and the turn to the right of American politics; the rise of anti-immigrant sentiment; the launching of new initiatives by the Mexican government toward the Chicano community; and the emergence of a new generation of political activists. The authors have been drawn from a broad array of disciplines, ranging from economics to women's studies, in order to offer a multidisciplinary perspective on Chicana/o developments in the contemporary era. The inclusion of authors from different regions of the United States and from divergent backgrounds enhances the broad perspective of the volume. The editors offer this anthology with the intent of providing timely and useful insights and stimulating reflection and scholarship on a diverse and complex population. A testament to three decades of intense social struggle, Chicanas/Chicanos at the Crossroads is ample evidence that the legacy of the Movimiento is alive and well. First published in 1999, the main theme of this book is the relationship between bureaucracy and politics in Mexico. This examined though a study of the Secretariat of Programming and Budget, which came into existence in 1976 and was abolished in 1992. The book charts the rise and fall of the Secretariat over three presidential terms and gives an explanation of the chain of events that led to its disappearance. In doing so it underlines the significant impact hat institutional and bureaucratic factors have on group politics in contemporary Mexico.
