This discussion document is aimed at encouraging debate about the role infrastructure plays in growth and development in Pacific countries. The report examines infrastructure performance in Fiji, Federated States of Micronesia (FSM), Kiribati, Marshall Islands, Palau, Papua New Guinea, Samoa, Solomon Islands, Timor- Leste, Tonga and Vanuatu. It identifies opportunities and obstacles to improved infrastructure performance. It begins by examining infrastructure performance in Pacific and comparator countries on indicators for service coverage, quality, cost and economic viability. This is used us to establish whether sector performance is relatively good or relatively poor in each country. Performance is reviewed in the following infrastructure sectors: telecommunications, electricity, water and sanitation, roads, airports and aviation, and ports and shipping. Although some utilities perform well, and infrastructure access is adequate in some (mainly urban) areas, Pacific countries do not perform as well as comparator countries on most key performance indicators. In addition, levels of infrastructure access, quality, and efficiency vary between countries of a similar size and income level within the Pacific region itself.

The case for investment in water, sanitation and hygiene (WASH) has been convincingly made. WASH is essential for protecting public health, is a human right and investing in it is compelling from a fiscal and economic point of view. While the estimated $114 billion per year of capital investments required to meet universal access to safely managed water and sanitation services by 2030 is often portrayed as a hefty price tag, current best estimates of benefit-to-cost ratios leave little doubt about its value. What is less clear is how to allocate resources efficiently. There is limited evidence on the cost efficiency and cost effectiveness of various policy and implementation choices. The underlying drivers of demand for (new) technologies and solutions are, for example, poorly understood, as is beneficiaries’ willingness to pay (WTP), leading to open questions about pricing policies and sustainable business models. This is in contrast to other infrastructure sectors, such as energy and transport, where active literature on the economics and financing of services has been more helpful in defining national and international policy. Our objective with this book is to encourage the WASH sector to follow suit and start to effectively engage and research these issues. At the heart of this book therefore, are chapters which highlight some of the specificities, and challenges of conducting full economic evaluations of WASH interventions, provide a deeper understanding of potential solutions, and present new findings on costs and outcome measures, thereby contributing towards a fuller picture of WASH cost-effectiveness. Despite significant progress in water and sanitation much still remains to be done. This report shows how the world has changed since 1990. It provides an assessment of progress towards the MDG target and insight into the remaining challenges. Section A provides an overview of progress against the parameters specified in the MDG target for water and sanitation in both urban and rural areas. It presents data for the world as a whole and compares progress across regions. The report goes on to examine trends over the MDG period by region and by level of service. It pays particular attention to the numbers of people who have gained the highest level of service in drinking water supply - piped water on premises - and those with no service at all who use surface water for drinking and practice open defecation. In order to understand the nature of progress it is important to look carefully at the way improvements in water and sanitation have benefited different socioeconomic groups. This report sheds light on equality gaps between urban and rural dwellers and between the richest and poorest segments of the population. It presents several new ways to visualize progress on extending service to the poor designed to reveal the nature of inequalities and give the reader insight into the great challenge that still exists in ensuring that progress reaches everyone. The JMP was established in 1990 and is celebrating its Jubilee Year in 2015. Section B provides a retrospective analysis of the evolution of water sanitation and hygiene monitoring over the past 25 years.
