Excerpt from Report of the Public Service Commission of Ohio: To the Governor of the State of Ohio for the Year 1912 The Commission believes that each railroad should be required to own a sufficient number of cars and, if the management is not able to determine this number, or fails to provide a sufficient number, then some governmental authority should fix the number and direct that they be provided. The same authority should be conferred with respect to second track, sidings, terminal facilities and motive power, and, after these material resources were provided, failure to render proper service should be penalized and any person damaged by the neglect of the management of the road, or by a failure in the performance of duty, should have a sure and prompt method of recovery from the company for all loss so sustained. Laws should also be passed requiring the return of cars to the roads owning them when the necessities of transportation require them to leave their Own rails, and a penalty should be assessed upon the Official, or officials, responsible for their undue detention.
