The United States Army Environmental Center (USAEC) tasked Ecology and Environment, Inc. (E & E) to perform two Remedial Investigations IRIs at the Sudbury Training Annex, Maynard, Massachusetts, Five assigned Sites were grouped into two RI clusters due to proximity, with one RI conducted for Sites P11 and P13, and one RI conducted for Sites A12, P36, and P37, This report is based on the results of field work E & E conducted from April 1993 through April 1994 at the Annex to evaluate the SiteS and incorporates the results of document searches, interviewS, previous and ongoing environmental assessment efforts, and a review of previous studies produced by agencies of the United States Army and their contractors at the Annex, Volume I of this document presents general information about the Annex, including information on general physical characteristics, historic uses of the Annex while it was government property, previous investigations conducted at the Annex, the type of field work conducted, and the risk assessment approach used for these sites, Volume I also includes a discussion of background levels used in evaluating each site.

Site Investigations (Sis) at Fort Devens Sudbury Training Annex (the Annex), Massachusetts, were performed by Ecology and Environment, Inc; (E & E) for the United States Army Environmental Center (USAEC) under Total Environmental Program Support (TEPS) Contract No. DAAA15-90-D-0012, Delivery Order No. 0004. Volume II describes all of the 38 sites assigned to E & E in the second phase of activity at the Annex using a watershed approach where each of the sites are grouped based upon their surface water and groundwater drainage characteristics and locations within one of six watersheds at the Annex. As described in Volume I (General Volume) of this report set, the Sis were conducted in accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) as directed under the Federal Facility Agreement between the United States Army and the United States Environmental Protection Agency (EPA). Volume III contains the appendices which present field notes, drilling logs, geotechnical data, geophysical investigation summaries, analytical qualification results, ecological investigation results, and other data produced during the SIs. Thirty-eight sites were assigned to E & E in the second phase of activities at the Annex. A total of 31 SIs were conducted (Sites A8/P10 and P31/P58, were combined for Sis because of their proximity to each other). Two Remedial Investigations (RIs), involving five sites at the Annex (Sites P11/P13, and P36/A12/P37, respectively), are currently underway. Conclusions regarding these RI sites will be made when the RIs are complete. Information on these sites is presented in this report to help in watershed-wide assessments.

The purpose of this Work Plan is to provide a basis and plan for collecting additional required data at the identified sites. The RIs will focus on providing additional information on the presence, extent, and concentrations of certain contaminants in specific areas near the subject AOCs. These data will be compared to previously calculated human health and ecological quantitative risk assessments in technical memoranda for the A4 and A7/A9 AOCs. For the Management-of-Migration OU at AOCs A7/A9, the data will also be incorporated as appropriate in an addendum to the current Feasibility Study (FS) (OHM, May 1995). Additional 551 field investigations will be conducted at SAs P20, P22, and P59. The collection of additional data is not required for SAS P1, P4, P17, P35, and P60. All available data for each SA will be evaluated along with the previously acquired data for each SA in recommending: 1) no further action (NFA); 2) a removal action; 3) inclusion in a facility-wide arsenic investigation; or 4) a remedial investigation (RI). Human health and ecological preliminary risk evaluations (PREs) will be performed as part of the SSIs for all eight SAs. The planned RI data-gap investigations and SSIs will consist of field observations and measurements, the collection of environmental samples, and chemical analysis of the samples.

Harding Lawson Associates (HLA) has prepared this Remedial Investigation (RI) Report on Area of Contamination (AOC) 57 to support Task Order 001 of Contract DACA-31-94-D-0061 under the oversight of the U.S. Army Corps of Engineers - New England District. This RI Report details the results of the RI and previous investigations completed at AOC 57 Areas 1, 2, and 3. Fort Devens was identified for cessation of operations and closure under Public Law 101-510, the Defense Base Realignment and Closure Act of 1990, and was officially closed in September 1996. Portions of the property formerly occupied by Fort Devens were retained by the Army for reserve forces training and renamed the Devens Reserve Forces Training Area (RFTA). Areas not retained as part of the Devens RFTA were, or are in the process of being, transferred to new owners for reuse and redevelopment. AOC 57 is located in an area planned for transfer to the Massachusetts Government Land Bank for industrial/trade related development and recreation/open space.
