The British railway network was a monument to Victorian private enterprise. Its masterpieces of civil engineering were emulated around the world. But its performance was controversial: praised for promoting a high density of lines, it was also criticised for wasteful duplication of routes. This is the first history of the British railway system written from a modern economic perspective. It uses conterfactual analysis to construct an alternaive network to represent the most efficient alternative rail network that could have been constructed given what was known at the time - the first time this has been done. It reveals how weaknesses in regulation and defects in government policy resulted in enormous inefficiency in the Victorian system that Britain lives with today. British railway companies developed into powerful regional monopolies, which then contested each other's territories. When denied access to existing lines in rival territories, they built duplicate lines instead. Plans for an integrated national system, sponsored by William Gladstone, were blocked by Members of Parliament because of a perceived conflict with the local interests they represented. Each town wanted more railways than its neighbours, and so too many lines were built. The costs of these surplus lines led ultimately to higher fares and freight charges, which impaired the performance of the economy. The book will be the definitive source of reference for those interested in the economic history of the British railway system. It makes use of a major new historical source, deposited railway plans, integrates transport and local history through its regional analysis of the railway system, and provides a comprehensive, classified bibliography.

At the beginning of the twentieth century Britain was amongst the world leaders in the production of machine tools, yet by the 1980s the industry was in terminal decline. Focusing on the example of Britain's largest machine tool maker, Alfred Herbert Ltd of Coventry, this study charts the wider fortunes of this vital part of the manufacturing sector. Taking a chronological approach, the book explores how during the late nineteenth century the industry developed a reputation for excellence throughout the world, before the challenges of two world wars necessitated drastic changes and reorganisations. Despite meeting these challenges and emerging with confidence into the post-war market place, the British machine tool industry never regained its pre-eminent position, and increasingly lost ground to foreign competition. This book reconsiders the nature and formation of Asia's economic order during the 1930s and 1950s in light of the new historiographical developments in Britain and Japan. Recently several Japanese economic historians have offered a new perspective on Asian history, arguing that economic growth was fuelled by the phenomenon of intra-Asian trade which began to grow rapidly around the turn of the 19th-20th centuries. On the other side, British imperial historians, P.J. Cain and A.G. Hopkins, have presented their own interpretation of 'gentlemanly capitalism', in which they emphasize the leading role of the service sector rather than that of British industry in assessing the nature of the British presence overseas. In order to assess and test these new perspectives, this volume addresses three key issues. The first is to reconsider the metropolitan-peripheral relationship in Asia, focusing particularly on the role of the sterling area and its implications for Asian economic development. The second is to examine the formation of inter-regional trade relations within Asia in the 1930s and their revival and transformation in the 1950s. The final issue is the comparison of the international order of Asia of the 1930s with the 1950s, and the degree to which the Second World War represented a break-point in Asia's economic development. Dealing with issues of trade, economy, nationalism and imperialism, this book provides fresh insights into the development of Asia during the mid-twentieth century. For most of the twentieth century, the Conservative Party engaged in an ongoing struggle to curb the power of the trade unions, culminating in the radical legislation of the Thatcher governments. Yet, as this book shows, for a brief period between the end of the Second World War and the election of Harold Wilson's Labour government in 1964, the Conservative Party adopted a remarkably constructive and conciliatory approach to the trade unions, dubbed 'voluntarism'. During this time the party leadership made strenuous efforts to avoid, as far as was politically possible, confrontation with, or legislation against, the trade unions, even when this incurred the wrath of some Conservative backbenchers and the Party's mass membership. In explaining why the Conservative leadership sought to avoid conflict with the trade unions, this study considers the economic circumstances of the period in question, the political environment, electoral considerations, the perspective adopted by the Conservative leadership in comprehending industrial relations and explaining conflict in the workplace, and the personalities of both the Conservative leadership and the key figures in the trade unions. Making extensive use of primary and archival sources it explains why the 1945-64 period was unique in the Conservative Party's approach to Britain's trade unions. By 1964, though, even hitherto Conservative defenders of voluntarism were acknowledging that some form of official inquiry into the conduct and operation of trade British unionism, as a prelude to legislation, was necessary, thereby signifying that the heyday of 'voluntarism' and cordial relations between senior Conservatives and the trade unions was coming to an end.

The growth of joint-stock business in Victorian Britain re-evaluated, showing in particular the resistance to it. Winner of the Economic History Society's Best First Monograph award 2009 The emergence of the joint-stock company in nineteenth-century Britain was a culture shock for many Victorians. Though the home of the industrialrevolution, the nation's economy was dominated by the private partnership, seen as the most efficient as well as the most ethical form of business organisation. The large, impersonal company and the rampant speculation it was thought to encourage were viewed with suspicion and downright hostility. This book argues that the existing historiography understates society's resistance to joint-stock enterprise; it employs an eclectic range of sources, fromnewspapers and parliamentary papers to cartoons, novels and plays, to unearth this forgotten economic debate. It explores how the legal system was gradually restructured to facilitate joint-stock enterprise, a process culminatingin the limited liability legislation of the mid-1850s. This has typically been interpreted as evidence for the emergence of new, positive attitudes to speculation and economic growth, but the book demonstrates how traditional outlooks continued to influence legislation, and the way in which economic reforms were driven by political agendas. It shows how debates on the economic culture of nineteenth-century Britain are strikingly relevant to current questions over the ethics of multinational corporations.
