This paper focuses on the experience of California, Oregon, and New Mexico, and suggests methods to avoid administrative difficulties that have slowed some solar initiatives. Several common problems are identified: inadequate definition of important terms, ineffective delegation of administrative responsibilities, and insufficient coordination with other state and federal solar programs.
