Following a series of crises of exceptional gravity, in 2008, the world economy entered a phase of high and growing indebtedness that fragilized its system on its financial grounds. On top of this, the dramatic prospects of the cost to fight climate deregulation will weight for at least two decades on our public finances. History shows that since the time the Italian city-states invented perpetual public debt to protect their monopoly over international trade, the world has been through long cycles of indebtedness and deleveraging. Through many experiences, developed countries have limited the cases of default on their debts, however defeated countries like Germany and Japan did not escape major failures. On the other hand, many emerging countries are more prone to default due to weak financial institutions and currencies. What could we learn from these experiments for our current situation? One central point is that, without doubt, solidarity, and cooperation between all nations of the world to fight climate deregulation and to share the costs is necessary. The risks of fragmentation on these issues would be disastrous. The second central point is making large multinationals and very wealthy people take on a fair share of the burden, notably by eliminating tax heavens.

Starting from the premise that a multilateral legal framework is the surest way to achieve predictability and transparency under conditions of increasing reliance on internationally traded energy, the essays gathered in this book treat the many complex interlocking issues raised by examining that desideratum in the light of current reality. Concentrating on the application of WTO agreements to energy trade – as well as energy-related issues addressed in the current WTO negotiations – the authors offer in-depth discussion and analysis of such issues as the following: the effectiveness of existing WTO agreements in addressing issues pertinent to energy trade how restrictive practices of energy endowed countries can be tackled under existing international trade rules; existing frameworks for investment in highly capital-intensive energy infrastructure projects;and conditions for access to pipelines and transmission grids; regulation of energy services; bioenergy development and trade; energy issues addressed in the WTO accession negotiations of energy endowed countries; international instruments of resolution of energy-related disputes.

The World Atlas of Desertification summarises the state of scientific knowledge on the drylands of the globe. Representing in graphic form the current stage of our understanding of desertification, as well as its extent and possible solutions, it contains an extraordinary amount of information of value to students and experts alike. The Atlas clearly shows that desertification is one of the world's most pressing environmental problems, and that it is a truly global issue. Since the publication of the first edition in 1992, over 100 countries have ratified the United Nations Convention to Combat Desertification. This 2nd edition reflects major advances in our understanding of desertification over the past few years and has been thoroughly revised and expanded to almost twice its original size. Because combating desertification involves all aspects of environmental issues, this edition covers a broader range of topics, including concerns surrounding poverty, biodiversity, climate change and the availability of water. Social and economic conditions also have a major impact on the progress and control of desertification and this edition contains the latest information on population movements which result from, and lead to desertification. Desertification directly affects the livelihoods of more than one billion people who are directly dependent on the land for their survival. Using the latest updated digitised maps of desertification and fully referenced throughout, this Atlas is essential reading for everyone concerned with the drylands and their people.
