This report presents the first stocktaking of pay transparency tools across OECD countries and explores how such policies can help level the playing field for women and men at work.

Women continue to earn less than men, in spite of major societal changes over decades and many labour market, educational and public policy initiatives that have targeted the gender wage gap. To address this persistent challenge, many governments are now mandating promising new pay transparency tools like employer pay gap reporting, equal pay audits, and gender-neutral job classification systems. These policies hold considerable allure. Pay transparency offers a relatively simple and intuitive way to identify and address gender wage gaps when they occur in a workplace. These policies can function well in publicising wage gaps and incentivising employers to address the inequalities they find - but only with the right policy design and implementation. This report presents the first stocktaking of pay transparency tools across OECD countries and explores how such policies can help level the playing field for women and men at work.

Pay transparency policies are gaining momentum throughout the OECD. Over half of OECD countries require private sector firms to report their gender pay gap statistics regularly to stakeholders like employees, employee representatives, the government, and/or the public. Gender pay gap reporting, equal pay audits and other pay transparency policies help advance gender equality at the workplace.

Closing the gender pay gap begins with awareness and understanding of the state of the gap. This hybrid book that serves as a resource for both the academic and corporate communities, builds the reader’s awareness of the gender pay gap, its magnitude and ramifications, and provides action plans to address the challenge. Much of the existing literature on the gender pay gap provides an excellent foundation in stating facts and inferences; yet, the reader is often left wondering "now what?" This book tells the story of the state of the gap by the numbers and then offers specific actions that can be taken to achieve equity. The authors combine backgrounds in statistics and management/HR to provide a unique perspective in painting a broader overview of the issue, examining the history of the gender pay gap, its global impact, and how nations are addressing the issue. The book shines a light on the wide-ranging effects of the gap, including women’s poverty rates, student loans, economic growth, childhood poverty, and corporate profits, and offers insights to help close it with best practices of select organizations. Upper-level undergraduate, postgraduate, and executive education students will appreciate the clarity and conciseness of this guide to understanding and solving an important human resources issue. The inclusion of a brief instructor’s manual and PowerPoint slides for each chapter differentiates this book and adds to the ease of adoption in both the academic and corporate setting.

We show that providing publicly available wage information in vacancies, so-called external pay transparency, can reduce the gender wage gap. There is an increasing interest in pay transparency policies as a tool to combat unequal pay. We exploit a reform of Austria's Equal Treatment Law to evaluate how providing wage information in vacancies affects the gender wage gap. To take into account that the value of providing such external pay information is likely to be heterogeneous along the wage distribution, we implement a Quantile Difference-in-Difference model. The reform led to a small overall reduction of the gender wage gap. Our main results highlight that reductions in the wage gap are larger in circumstances where women are likely to hold misspecified beliefs about their labor market options and when needing to make job acceptance decisions under pressure. The reduction in the gender wage gap was caused by an increase in women's earnings, particularly at the lower part of the distribution. Earnings of men, on the other side, remained largely constant. Our results lend support to policy proposals aimed at increasing external pay transparency.

The 2018/19 edition analyses the gender pay gap. The report focuses on two main challenges: how to find the most useful means for measurement, and how to break down the gender pay gap in ways that best inform policy-makers and social partners of the factors that underlie it. The report also includes a review of key policy issues regarding wages and the reduction of gender pay gaps in different national circumstances. “The Global Wage Report is an indispensable for economists, trade unionists, employers and the interested public.” − Hansjörg Herr, Berlin School of Economics and Law.
