Excerpt from Ninth Annual Report on the Statistics of Municipal Finances for City and Town Fiscal Years Ending Between November 30, 1914, and March 31, 1915 The presentations of former reports have been confined to the 33 cities and the large towns, that is, those having a population of or over, and have included only such of the small towns as have voluntarily made returns on the Bureau schedules. Although for the year covered by this report the officials of numerous municipalities failed, as usual, to file returns, nevertheless we felt justified, in the interest of a complete report, in making the effort necessary to procure and classify the desired data for all cities and towns, regardless of whether our schedules had been made out in the first instance by the local accounting officers as required by law or whether they had to be made out by this Bureau. To do this has, of course, added somewhat to the expense of the undertaking; but such a comprehensive survey of municipal financial conditions throughout the Commonwealth ought, it would seem, to be made at least at intervals. Excerpt from Fourth Annual Report on the Statistics of Municipal Finances: For City and Town Fiscal Years Ending Between November 30, 1909, and April 1, 1910 The Fourth Annual Report of the Financial Statistics of the Cities and Towns of the Commonwealth as of the year 1909 (that is, for the several municipal fiscal years ending between November 30, 1909, and April 1, 1910) is presented herewith. Classified data in considerable detail are given covering receipts and expenditures and indebtedness for the 33 cities, and similar information IS given In somewhat less detail for the 71 towns having a population of or over and for 176 of the 250 small towns. Three of the cities and 19 of the towns for which data are given in the following pages failed to make their returns to the Bureau of Statistics as required by law, and in order to be able to include them Within the scope of this report, it was necessary for the Bureau to fill out their schedules through its own agents; there were, in addition, 7 4 small towns from which no returns were received and from which the Bureau did not undertake to secure information. Excerpt from Eleventh Annual Report on the Statistics of Municipal Finances for City and Town Fiscal Years Ending Between November 30, 1916, and March 31, 1917 Any feeling, therefore, of pride, which we might be disposed to cherish, that the service rendered by the Bureau of Statistics in reforming munici pal accounting procedure has been the result wholly of voluntary action by our cities and towns rather than of initiative taken by the Commonwealth, is dulled by the re ection that all too many of these communities failed to take advantage of the remedy at hand until they were face to face with disaster. Concrete evidence of this distressing fact has been furnished during recent months in the form of deficiencies and shortages in town ac counts aggregating at least the amount in one case al'one being sufficient to have more than paid the cost of auditing the accounts and dis closing the true financial condition of every town Of the Commonwealth. The time has arrived when legislative action which will meet this situation more effectively than is possible under existing statutes is, in my oplnloil, demanded in the interests of the taxpayers and all concerned in a sound administration of municipal affairs. Excerpt from Sixth Annual Report on the Statistics of Municipal Finances: For City and Town Fiscal Years Ending Between November 30, 1911, and March 15, 1912 Although it was to be emected that the administration of the new act, involving as it did so many radical changes in the old law, might be attended with some embarrassment at the outset, our cities and towns appear to have been adjusting themselves to its requirements with a minimum of dificulty, and it appears to have met with very general approval. Between J annary 1 and May 1, the Bureau of Statistics had referred to it by the Legislature of 1914 and made report upon (under the provisions of Chapter 677, Acts of 1913) some 12 bills from nine municipalities for authority to incur debt out side the debt limit, several of these being for the purpose of refunding indebted ness which was not being proper] y handled under the old statute and which could not be legally provided for under the terms of the new general law, and therefore necessitated special legislation. The policy of the Bureau in this matter had been merely to seek to establish a uniform recognition of general principles and to secure the adoption of a standard phraseology in the drafting of technical provisions in bills similar in character, the Legislature judging upon the facts in each particular case as to the expediency of granting the authority sought by the municipality for special legislation for purposes not recognized by the general law. Excerpt from Third Annual Report of the Statistics of Municipal Finances: For City and Town Fiscal Years Ending Between November 30, 1908, and April 1, 1909Amherst. The town has a note for falling due in the latter part of the current year, which, according to the advice of this Bureau, could not be renewed without an enabling act from the Legislature, although the town had probably succeeded in renewing this loan from time to time without such legisla tion. The town has also had outstanding for many years a demand note for definite provision for paying which the town authorities were advised should be. Made. The Legislature was accordingly petitioned for authority to make specific provision for the refunding of these debts, and an act was passed, under suspension of the rules (chapter 654, Acts of 1911, approved July whereby the town is authorized to borrow and to issue notes or bonds therefor for each, payable one each year in the years 1912 to 1921, inclusive.Carlisle. - the town voted at its meeting March 6, to accept and adopt the provisions of Chapter 598 of the Acts of thereby petitioning the Bureau for an audit of the town accounts and the installation of an accounting system, and the work has been completed.Cheshire - The chairman of the board of selectmen called at this office in January for advice as to the best method of handling certain outstanding debts of the town on which interest had been paid for many years. These consisted chiefly of numerous demand notes issued for purposes which did not appear on any existing town records and which it was stated no one could be found in the town to satisfactorily explain. The chairman thought these debts should be refunded and interest payments stopped as soon as possible. He was advised that the proper course to pursue would be to petition the Legislature for authority to refund the same. This was subsequently done, and an act was passed and ap proved February 15 (chapter 42, Acts of 1911) authorizing the town to borrow payable in 10 payments.
