Buffalo, Rochester, Syracuse and Albany gained each from 500 to 900 members. Of the thirteen organized industries or groups of trades all but three made gains in membership. At the end of December, 1906, out of work men reporting, 154 were idle as compared with 111 at the end of 1905, 196 at the end of 1904, and 190 for the four vears 1902 - 5. INTERNATIONAL LABOR TREATIES. Largely through the activity of the International Association for Labor Legislation, the American branch of which was organized in February, 1906, the hindrances to necessary and useful pro_tective labor legislation are in prospect of disappearing as a result of international agreements among the governments of competing countries. Note was made in the BULLETIN of September, 1905, of the international conference held in Berne, Switzerland, in May, 1905, to consider the prohibition of the work of women in factories at night and of the use of phosphorus in the manufacture of matches. The two agreements then drawn up have been adopted in an amplified and improved form at diplomatic conferences held in Berne, September 17-26, of the present year, and will enter into force upon their ratification by the signatory powers. The earliest labor treaty was the one entered into between the governments of France and Italy, April 15, 1904, which assured to the 200,000 Italian workmen in France equal treatment under the French insurance laws and established factory inspection in Italy for the purpose of enforcing the...
