The primary objectives in establishing state water conservation guidelines are (1) to provide guidance to local water users when preparing water conservation plans; and (2) to serve as a general guide for state agencies in reviewing and approving water conservation plans. The water conservation plan guidelines provided in this document are intended for use by municipal water users.
