This 7-chapter report reviews unemployment among migrant and refugee youth in Australia, examines the employment and training programs that exist for this population, identifies unmet needs, and suggests programs or services to meet those needs. An overview of the labor market programs and services available is contained in Chapter 2. Chapters 1 and 3 examine the extent of unemployment among overseas-born youth and explore the factors which influence their prospects in comparison with Australian born youth. Chapters 4 and 5 present evidence of program utilization by migrant youth. Chapter 6 examines the suitability of programs for overcoming the disadvantages of immigrant youth in seeking employment. The recommendations in the report's final chapter hinge on increasing migrant youths' utilization of resources, and involve four broad levels of improvement: (1) adjustments to the eligibility provisions for programs; (2) attention to procedures in program administration so as to assist those in greatest need; (3) adjustments to programs in order to enhance their suitability for a specific group; and (4) changes in the coordination and evaluation of programs and services. Appendices include program summaries, an overview of education and programs, and statistical information relating to the methodology and findings of the review. (CG)

This booklet is an overview and summary of the publication "Reducing the Risk: Unemployed Migrant Youth and Labour Market Programs" which reviews programs and services for migrant and refugee youth in Australia. The unemployment rate for this group is higher than for their Australian-born peers, and their participation in governmental labor market programs is low relative to their unemployment rates. A study assessing the welfare of immigrant and refugee youth in Australia is reported on in this document, which is divided into five chapters. Chapter 1 summarizes findings and presents recommendations for government action and policy; overall, it was found that the personal, social, educational, and employment needs of the teenage immigrant population are not presently being acknowledged or met. Chapter 2 describes the background of the Ethnic Liaison Officer Working Party No.2, the government-appointed body that prepared the report. Chapter 3 reviews Australian literature on schooling and the adolescent immigrant. The review points to a need for research on the English language, education, and training needs of immigrants and refugees who arrive in Australia as young adults. Chapter 4 provides an overview of educational choices available to the immigrant student, including English as a Second Language and bilingual education programs. Chapter 5 assesses the educational needs of immigrants who are beyond the age of compulsory schooling. Problems of unemployment and acculturation are given special focus.
