The purpose of this paper is to present, and to explain the construction of, a set of price indexes relating to international trade in manufactured goods. These include: 1. Indexes of export prices for the U.S., Germany, and Japan, based on their weights, and indexes of competitors' prices for each of those countries based on the sane set of weights; 2. Indexes of domestic prices for the U.S., Germany, and Japan based on export weights; 3. Indexes for developed country exports of manufactures based on weights of developed country exports of manufactures to developing countries and of total developed country exports of manufactures, and indexes for exports of the U.S., Germany, and Japan on the sane sets of weights. The indexes for developed country exports make use of a method for estimating missing prices that takes account not only of contemporaneous price changes in the same country within the sane community groups, but also of price changes for the particular commodity in other countries. Comparisons are made between movements of domestic and export prices and between price indexes based on weights of early and late base years. In addition, an attempt is made to correct the price indexes for changes in the quality of some manufactured goods not usually taken account of in measures of export or import prices.

This paper describes the methods used by the Research Department to construct the indicators of price competitiveness, or real effective exchange rates, published for 17 industrial countries in International Financial Statistics. The weighting scheme used to construct these indicators is derived from a disaggregated system of demand equations encompassing trade relations in bilateral and third-country markets. Other commonly used trade-weighting schemes are shown to be special cases of the more general and less restrictive competitiveness weights. Differences in the measurement of relative price changes using indices based on other weights are explained by the greater informational content of the competitiveness weights.

The chapters originally were presented as papers at a research conference in 2013 funded by the Alfred P. Sloan Foundation, and their authors include researchers from academic institutions and statistics agencies in the United States and other countries.

The purpose of this paper is to contribute some new measurements to t112 discussion of trends in the terms of trade between manufactured goods exports of developed countries and primary product exports of developing countries. The new measures are manufactured goods price indexes that are derived from price data rather than from unit value data and include some corrections for quality change. Our calculations indicate that the prices of manufactured goods exported by developed countries to developing countries have risen over twenty years or so by 75 per cent, as compared to the 140 per cent shown by the generally used UN unit value indexes. The decline in terms of trade for these goods relative to primary products has been almost 50 per cent over this period. Over tile last hundred years, fluctuations in the terms of trade of manufactured goods relative to primary products !lave been very wide, as far as we can tell from the inadequate measures we have. Impressions about trends have been highly dependent on choices of beginning and end years. There is very little evidence for a long-run trend in either direction
