The book addresses the issue of investment in Europe, adopting a European economic policy approach. In the first part, a review of investment policy in Europe, as well as a macroeconomic theoretical perspective, are provided to better appreciate recent developments within a new investment narrative. By analyzing the context in which investment support policies have taken place at European level since the origins of what is now the EU, through the 2008 financial crisis, and considering the effects of the current pandemic crisis, the book proposes possible solutions based on internal and external investment plans for a new European economic model. In particular, three aspects are examined. First, the implication of the green transition on the social dimension; second, the opportunity to strengthen the partnership with Africa; third, how a large-scale investment plan could be financed.

This outlook provides a focused assessment of the state of public capital in the major European countries and identifies areas where public investment could contribute more to stable and sustainable growth. A European Public Investment Outlook brings together contributions from a range of international authors from diverse intellectual and professional backgrounds, providing a valuable resource for the policy-making community in Europe to feed their discussion on public investment. The volume both offers sector-specific advice and highlights larger areas which should be prioritized in the policy debate (from transport to social capital, R&D and the environment). The Outlook is structured into two parts: the chapters of Part I respectively explore public investment trends in France, Germany, Italy, Spain and Europe as a whole, and illuminate how the legacy of the 2008 Global Financial Crisis is one of insufficient public investment. Part II investigates some areas into which resources could be channelled to reverse the recent trend and provide European economies with an adequate public capital stock. The essays in this outlook collectively foster a broad approach to and definition of public investment, that is today more relevant than ever. Offering up a timely and clear case for the elimination of bias against investment in European fiscal rules, this outlook is a welcome contribution to the European debate, aimed both at policy makers and general readers.

A fascinating exploration of which countries offer promising investment opportunities for Americans now and in the years to come Most emerging markets investment guides focus on financial metrics, but fail to provide the reader with new and relevant insights into the history of the countries, the views of the people on the street, and the financial shenanigans that go on behind the scenes, that make for truly informed investing. As a result, despite the growing interest in investing in these markets, investors are often missing key opportunities because they either have incorrect information about a country where they might invest, or simply don't know what questions they should be asking. Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.
