A wide variety of traffic controlling devices are used in work zones, some of which are not normally found on the roadside or in the traveled way outside of the work zones. These devices are used to enhance the safety of the work zones by controlling the traffic through these areas. Due to the placement of the traffic control devices, the devices themselves may be potentially hazardous to both workers and errant vehicles. The impact performance of many work-zone traffic control devices is mainly unknown and to date limited crash testing has been conducted, under the criteria of National Cooperative Highway Research Program (NCHRP) Report No. 350, Recommended Procedures for the Safety Performance Evaluation of Highway Features. The objective of the study was to evaluate the safety performance of a modified work-zone traffic control device through dynamic bogie testing according to the Test Level 3 (TL-3) criteria set forth in the NCHRP Report No. 350.

Full-scale vehicle crash tests evaluated performance of typical work zone traffic control devices. Modified test procedures and evaluation criteria from NCHRP Report 230 were used in 108 tests, providing significant insight into impact performance. Plastic drums used as channelizing devices, cones, tubes, and vertical panels performed well in most tests, presenting no hazards in terms of passenger compartment intrusion, interference with vehicle control, or threat to workers and other traffic from impact debris.

This project was established to provide a means of conducting limited scope evaluations of numerous traffic control device issues. During the fifth, and final, year of the project, researchers conducted four activities: improving the interface for the automated process for identifying the start and end of no-passing zones developed during the fourth year, continuing the evaluation of the performance of lead-free yellow thermoplastic pavement markings started at the end of the fourth year, continuing development of the Work Zone Implementation Handbook, and creating an updated edition of the Sign Crew Field Book. The last two of these activities produced stand-alone documents for Texas Department of Transportation (TxDOT) use. The evaluation of lead-free thermoplastic found that the material performs well in most, but not all, areas. The improved interface for the automated no-passing zone was tested in the field at two sites, and the results indicate that the results are consistent with existing no-passing zone markings when considered for vertical alignment only.
