This paper presents a framework to analyse the political economy of rural youth policy and institutions' opportunity space, with a quadrant that measures the extent to which rural youth are a priority in policies and institutions versus the extent to which the government has the capacity to effectively implement rural youth policies. It asks under what conditions policies focused on rural youth employment and opportunities are likely to be developed, and, once developed, implemented. We utilize quantitative and qualitative data gathered from various sources in order to make a determination about favourable conditions for effective policies for rural youth, looking at the origins and complexity of policy responses in an array of specific cases. That perspective is then followed by a discussion about what attributes contribute to making good policies for rural youth, drawing on theoretical literature and case studies. Such policies should aim to be democratic and participatory, cross-sectorial and transversal, coherent and coordinated. They should also be research-/evidence-based, adequately budgeted and financed, and effectively monitored and evaluated. Finally, and importantly, such policies must also be gender sensitive/gender responsive, recognizing the different opportunities and challenges faced by young men and young women, so that related policies and programmes attempt to redress existing gender inequalities.

This exploratory paper focuses on participation in decision-making processes and how rural youth could benefit from its use in development projects and initiatives. General literature and relevant international experiences related to participation mechanisms aimed at youth show that participation boosts interventions linked to improvements of young people's livelihoods and developmental opportunities. Participation also makes interventions more responsive to the actual needs of young people.However, participation mechanisms are less explored (and used) in rural settings: we know little of the effectiveness of rural participation, especially for youth, in developing countries. Different contexts associated with varying extents of structural rural transformation call for better understanding of what works on participation/engagement in different rural areas (traditional, transformed, in transition, etc.). There is not a strong conceptual or generally accepted practical guide to youth participation in rural settings and no major discussions on the role of participation in the rural transformation process or about the opportunities to implement participatory approaches to enhance youth opportunities within rural transformation.

This paper characterizes the structural and rural transformation of the Asia and the Pacific region (APR), highlighting the implications for rural youth opportunities and challenges, and identifying and elaborating on the characteristics, opportunities and challenges related to rural youth inclusion. Nearly half of the population in Asia is urban, with the proportion projected to rise to 59 per cent by 2035. Except for China, the majority of youth still reside in rural areas. Youth labour force participation is higher in rural than urban areas, and for males than females. Rural youth in countries with low structural transformation and low rural transformation continue to rely on agriculture for employment; in countries with high levels of transformation, a majority of rural youth are now employed outside agriculture (though it is still the biggest contributor to rural youth employment). About one fifth of youth in Asia are not in education, employment or training. More than 86 per cent of employed youth in Asia and the Pacific are in the informal sector, greater than the proportion of informal employment among adult workers.

The decision of whether to migrate or not is one of many potentially important decisions that young men and women make throughout the developing world. This paper takes a unique look at the determinants of youth migration across seven different countries using recently collected data, indirectly testing both broad and specific hypotheses related to migration. The paper finds that individual characteristics are more important determinants of migration than household characteristics. Furthermore, it finds little evidence that credit constraints or relative deprivation are correlated with migration at a nationally representative level, holding other things constant. The difference between this result and those found in the literature regarding credit constraints implies that credit constraints are geographically concentrated. The paper concludes with a discussion of the implications for migration-influenced policy regarding youth.

In an increasingly globalized world community, rural international migration is often characterized by engagements or links that migrants establish with their home countries, home towns and relatives in their country of origin through transnational economic and social activities. This background paper analyses how migrants positively contribute to the sustainable economic development of rural youth in their countries of origin. Specifically, this paper details migrants' contribution to youth rural development through transnational economic engagement, which positively impacts financial inclusion, creation of employment opportunities and the promotion of entrepreneurship.Transnational engagement activities include money transfers (family remittances), philanthropy, entrepreneurship, capital investment, homeland goods consumption and knowledge transfer. We find that youth are doubly disadvantaged relative to adults in rural areas and relative to their urban counterparts, making remittances and other forms of engagement particularly important in helping this especially vulnerable group. Transnational engagement that occurs in rural areas and targets issues such as education or nutrition can disproportionately benefit youth. Other transnational engagement, such as knowledge transfer or partnership, establishes youth as agents of their own development and economic well-being. Though the activities differ, underlying all forms of transnational engagement is a reinforcement of social and cultural identities and connection with countries of origin for both migrants and descendants of migrants.

"What would it mean to develop a youth-inclusive agricultural and rural development agenda? Agriculture, and particularly smallholder farming, remains the single largest source of youth employment in most low- and middle-income countries (LIMCs), but today's young rural men and women express little interest in agricultural futures. However, research on rural youth aspirations suggests that many young people are not averse to agriculture as such, but to agriculture's current neglected condition and the near impossibility of becoming an independent farmer while still young, due to lack of access to land. Rural youth outmigration does not necessarily reflect a permanent, lifetime abandonment of rural life, agriculture or the possibility of a return to farming.
