But it is well to raise this point, in order to show the process by which the Monroe Doctrine attained its present development. The original motive has disappeared. It is not in order to secure the Western Hemisphere for free institutions that the doctrine is maintained. It is in order to exclude European States as European States, whether they be constitutional or monarchical. The nature of their Governments has nothing to do with it, and a formula originally invented to put limits upon the spread of despotism, is now invoked in the first place as a measure of self-protection for the United States of America; in the second, in order to exclude Europe from America. This may be right, or it may be wrong. It is not the original doctrine. President Roosevelt's inaugural message supplied the world with a clear, explicit and authoritative exposition of what the Americans mean when they speak of the Monroe Doctrine. The passage is so important that it is well to quote it in full. "This doctrine should be the cardinal feature of the foreign policy of all nations of the two Americas. It is in no wise intended to be hostile to any nation of the Old World, and still less is it intended to give cover to any aggression by one of the New World at the expense of another. It is simply a long step towards assuring the universal peace of the world by securing the possibility of permanent peace in this hemisphere.
