"Hispanics are less represented in the federal government workforce than in the U.S. civilian labor force, and they are particularly underrepresented in the U.S. Department of Defense (DoD) civilian workforce. Although previous analyses have demonstrated that Hispanics are underrepresented in DoD, research has not yet considered employment barriers for Hispanics across DoD agencies. In this report, the authors provide information that might help DoD address Hispanic underrepresentation in its civilian workforce. They examine trends in Hispanic employment in the DoD, non-DoD federal, and civilian workforces. They also explore whether DoD labor-force characteristics might account for Hispanic underrepresentation in DoD. In addition, the authors examine observed trends in job applicants and applications to DoD. They also present findings from interviews that they conducted with DoD hiring managers and supervisors and representatives of Hispanic-serving institutions. They conclude with recommendations for DoD to consider as part of its efforts to address Hispanic underrepresentation in the DoD civilian workforce"--Publisher's description.

Hispanic representation in the federal workforce has historically been lower than in the Civilian Labor Force (CLF). Understanding factors affecting representation is important to developing and maintaining a high-quality and inclusive workforce. In this report, GAO identifies and analyzes factors affecting Hispanic representation in the federal workforce, examines oversight roles of EEOC and OPM, and provides illustrations of selected federal agencies' efforts with respect to Hispanic representation. GAO constructed a multivariate logistic regression model, with advice from experts, to determine how factors affected the likelihood of Hispanics and non-Hispanics being in the federal versus nonfederal workforce. GAO's analyses are not intended to and do not show the existence or absence of discrimination in the federal workforce.

This study examined potential differences between newly hired Hispanic and Anglo blue-collar Navy civilian employees. Thirty-one Navy activities were identified for participation in this phase of a 4-year Equal Employment Enhancement project. Each male Hispanic who entered a Department of the Navy Occupational Level (DONOL) Code 8 or 9 semi-skilled or journey person job at one of those activities was to be administered a questionnaire during the first week of his employment. A comparison Anglo male entering a similar job was surveyed whenever his accession followed the accession of an Hispanic. Usable surveys were obtained from 76 Hispanics and 75 Anglos. Few statistically significant differences were detected among the groups. However, two areas of differences were found: the need for role clarity in the job and the belief that Hispanics are suspicious of the government. In both cases, less acculturated Hispanics (LAH) and Anglos differed. LAHs needed significantly more role clarity in their work and disagreed more strongly with statements suggesting that Hispanics do not trust the government. It is recommended that more formal methods of recruitment for DONOL Code 8 and 9 jobs be used to alleviate the Navy's Hispanic underrepresentation. Second, the relatively higher need for clarity of LAHs may be accommodated through training of supervisors. Keywords: Hispanic, Equal employment opportunity, Surveys. (sdw).
