This Safety Guide supplements the Safety Requirements publication Safety of Fuel Cycle Facilities, and addresses all the stages in the life cycle of uranium fuel fabrication facilities (UFFFs), with emphasis being placed on design and operation. It describes the actions, conditions and procedures for meeting safety requirements and deals specifically with the handling, processing and storage of low enriched uranium that has a 235U concentration of no more than 6%, derived from natural, highly enriched or reprocessed uranium. The publication is intended to be of use to designers, operating organizations and regulators to ensure the safety of UFFFs.Contents: 1. Introduction; 2. General safety recommendations; 3. Site evaluation; 4. Design; 5. Construction; 6. Commissioning; 7. Operation; 8. Decommissioning; Annexes.

This Safety Guide provides specific recommendations on the safety of uranium fuel fabrication facilities and describes the actions, conditions and procedures for meeting safety requirements. It deals specifically with the handling, processing and storage of low enriched uranium that has a uranium 235 concentration of no more than 6%, derived from natural, highly enriched or reprocessed uranium. This publication is a revision by amendment of IAEA Safety Standards Series No. SSG-6. It addresses the new safety requirements established by IAEA Safety Standards SSR-4, Safety of Nuclear Fuel Cycle Facilities, which incorporates the lessons learned from the accident at the Fukushima Daiichi nuclear power plant.

It covers the lifetime of these facilities from site selection through to decommissioning, concentrating on design and operation. It applies to laboratories, pilot workshops and experimental facilities that store, handle and process uranium, plutonium and other transuranics, fission products and activated materials in significant quantities. Such facilities may be involved in the study of chemical, metallurgical or radiological properties of specific radioactive materials such as prototype nuclear fuels (before and after reactor irradiation) or nuclear material or radioactive waste arising from experimental processes. This Safety Guide also applies to research and development for processes and equipment that are envisaged for later use on an industrial scale for the nuclear fuel cycle (e.g. pilot workshops for active waste conditioning).

The present report is a revision of Safety Series No. 75-INSAG-3 (1988), updating the statements made on the objectives and principles of safe design and operation for electricity generating nuclear power plants. It includes the improvements made in the safety of operating nuclear power plants and identifies the principles underlying the best current safety policies to be applied in future plants. It presents INSAG's understanding of the principles underlying the best current safety policies and practices of the nuclear power industry.

Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.

This publication focuses on the medical management of individuals involved in radiation emergencies, especially those who have been exposed to high doses of ionizing radiation. Its primary objective is to provide practical information, to be used for treatment decisions by medical personnel during a radiation emergency. It also addresses general and specific measures for the medical management of individuals who have been internally contaminated with radionuclides. This publication is complementary to other publications developed by the IAEA in the medical area of radiation emergencies.
