This report presents data about the current living conditions and challenges faced by persons with disabilities in Mongolia. Policy implications are identified based on the country's Law on the Rights of Persons with Disabilities. The last decade has seen increased recognition of the rights of persons with disabilities (PWDs) in Mongolia and the rest of the world. Yet, there is a call to put these rights into practice. This report presents data and information about the current living conditions and challenges faced by persons with disabilities in Mongolia. It summarizes the latest findings from a five-year project of the Asian Development Bank and the Government of Mongolia aiming to address the need for community-based services and support for PWDs. Key policy implications are identified for the project, which builds on the Law on the Rights of Persons with Disabilities and covers the period 2018-2022.

The ILO has commissioned this paper on 'The Right to Decent Work of Persons with Disabilities' as a contribution to the deliberations taking place in preparation for the development of a United Nations Convention on the Rights of Persons with Disabilities. The paper is intended to be of specific relevance to those involved in drafting the provisions concerning employment and work in the proposed Convention. By examining the development over time of the 'right to work' of disabled persons, the way in which this matter has been dealt with in international instruments and national legislation to date, and the experience in implementing employment and work opportunities, the paper will enable those involved in the preparation of the proposed UN Convention to build on achievements so far.

This paper discusses theoretical aspects and evidences related to designing labor market institutions in emerging market and developing economies. This note reviews the state of theory and evidence on the design of labor market institutions in a developing economy context and then reviews its consistency with actual labor market advice in a selected set of emerging and developing economies. The focus is mainly on three broad sets of institutions that matter for both workers’ protection and labor market efficiency: employment protection, unemployment insurance and social assistance, minimum wages and collective bargaining. Text mining techniques are used to identify IMF recommendations in these areas in Article IV Reports for 30 emerging and frontier economies over 2005–2016. This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature.

The need for social safety nets has become a key component of poverty reduction strategies. Over the past three decades several developing countries have launched a variety of programs, including cash transfers, subsidies in-kind, public works, and income-generation programs. However, there is little guidance on appropriate program design, and few studies have synthesized the lessons from widely differing country experiences. This report fills that gap. It reviews the conceptual issues in the choice of programs, synthesizes cross-country experience, and analyzes how country- and region-specific constraints can explain why different approaches are successful in different countries.
