This book provides a historical and analytical account of changes in the seafood supply chain in Britain from the mid-twentieth century to the present, looking at the impact of various types of governance. The governance of marine fisheries has been a contested issue for decades with increasing anxieties about overfishing. In tandem, the rise of aquaculture, fish and shellfish farming, has driven another set of environmental concerns. In the food system, there have been scandals about safety failures and about fraud. At the same time, governments issue advice urging people to eat fish for its health benefits. In the context of these problems and contradictions, how have governments, the food industry and ordinary consumers responded? The author shows how different types of governance and regulation have been used to seek seafood sustainability and food safety and to communicate nutritional messages to the public and with what effects. The book also presents a new model for understanding food chains which combines governance and power approaches with an emphasis on understanding the interests served and the resulting balance of public and private benefits. This shows that the role of state regulation should have greater emphasis in governance and agri-food analysis and that theories about supply chain functioning, including the part played by major retailers and civil society, should be modified by a more nuanced understanding of the role of standards and certification systems. Although much of the focus is on the UK and Europe, this book provides key lessons internationally for the governance of seafood and other agri-food supply chains. This thesis explores the evolution and internal tensions of the 'sustainable seafood movement' in North America. Many large retailers and ENGOs advocate the purchase of certified seafood as an alternative to state-led management of wild-capture fisheries. Thus, market-based seafood governance is premised on the assumption that consumer demand for certified seafood products exists and/or will grow over time. However, as the sustainable seafood movement has evolved, economic research suggests that consumers have not responded with their wallets as quickly as anticipated. This research explores how seafood retailers and ENGOs interact and how they understand and publicly communicate the role(s) of the consumer in this movement. Findings show that there has been relatively little consistency in how the role of the consumer has been communicated. This work raises important challenges with the sustainable seafood movement and helps to animate analytical frameworks used to assess market-based governance systems.

Human perceptions, decision-making and (pro-) environmental behaviour are closely connected. This Research Topic focuses on bringing together perceptions and behaviour for sustainable coastal and island marine resource use systems. Management and governance of (large and small-scale) coastal marine resource use systems function in highly complex social and ecological environments, which are culturally embedded, economically interest-led and politically biased. Management processes therefore have to integrate multiple perspectives as well as perception-driven standpoints on the individual as well as the decision-makers’ levels. Consequently, the analysis of perceptions has developed not only as part of philosophy and psychology but also of environmental science, anthropology and human geography. It encompasses intuitions, values, attitudes, thoughts, mind-sets, place attachments and sense of place. All of these influence human behavior and action, and are collected or are available within the respective marine resource use system, which may support the livelihood of a large part of the local population. Management and governance are not only about mediating between resource use conflicts or establishing marine protected areas, they deal with people and their ideas and perceptions. Understanding the related decision-making processes on multiple scales and levels hence means much more than economically assessing the available marine resources or existing threats to the associated system. Over the past decade, there has been a growing inter- and transdisciplinary international community becoming interested in research which integrates perceptions of coastal and inland residents, local and regional stakeholder groups, as well as resource and environmental managers and decision-makers. By acknowledging the importance of the individual perspective and interest-led personal views, it became obvious how valuable and important these sources of information are for coastal research. An increase of research effort spent on the link between perceptions and behaviour in marine resource use systems is thus both timely and needed.
