When their freewill would lead them against his will, then he would need to use this court to judge them. Either angels or people, all would have to face the judgement of God. No creature has power to escape God's judgement in heaven. So if God is the Defendant in some cases, then who is the Judge? God himself is the Judge. He is a perfect God such that he is able to preside as the Judge and the Defendant of the same case.
